Mr. Brozosky asked if Council would establish a fee-based system for the cost of lighting
the tennis courts or would the matter be referred to the Park and Recreation Commission for
determination?

Mr. Wolfe said the Park and Recreation Commission would be willing to make this
determination; however, Council needed to provide direction to staff.

Mr. Brozosky noted there was complete support from the School District Liaison
Committee to improve and light the tennis courts at Pleasanton Middle School and that the
lights be available through a fee-based system. He thanked the School District for working with
the City on this project.

Mr. Sullivan asked if the tennis advocates were supportive of this proposal as he was
aware that they were not supportive of this concept originally.

Mr. Wolfe said tennis advocates attended the Parks and Recreation Commission
meeting. The tennis advocates are looking for a long-term solution and understand there is
long-term discussion occurring. The tennis advocates clearly have expressed interest on
potentially adding additional lighted tennis courts on the Bernal property. Since the funding is
available in the Park and Recreation fund, the tennis advocates believed this would be an asset
and their only concern in making this decision was that it not impact the ability to consider
additional lighted tennis courts for the long-term on the Bernal property. Staff has assured the
tennis advocates that lighting the tennis courts at Pleasanton Middle School would not preclude
looking at potential facilities somewhere else in town, including the Bernal property.

Ms. McGovern pointed out that joint use facilities between the School District and the
City is a win-win situation. Higher quality tennis courts would be available for students at
Pleasanton Middle School as well as neighborhoods adjacent to the Bernal property and the
school site. She believed ample parking was available at Pleasanton Middle School.

It was moved by Ms. McGovern, seconded by Mr. Brozosky, to authorize staff to
proceed with improving and lighting the tennis courts at Pleasanton Middle School and
to authorize the Park and Recreation Commission to establish a fee-based system for the
cost of lighting the tennis courts.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor
Hosterman
NOES: None
ABSENT: None
ABSTAINED: None

6c
PAP-aS CPDUp-a) Vilas and Meaha Thuse (SR 06:033)
Appeal of the Planning Commission's denial of an application for a conditional use permit to
expand an existing small family daycare home into a large family daycare home for up to 11
children at 5276 Genovesio Drive.
