The location also forces individuals to make u-turns or 3-point <br />turns to exit, which causes congestion and traffic accidents. <br /> <br />Imelda Doty, a Pleasanton resident and original owner in the Valencia Development, <br />spoke in opposition to the conditional use permit. She noted that she moved into the Valencia <br />Development in 1996 and during the period of 1997-1998, traffic and safety issues were <br />discussed at the HOA meetings and ideas for traffic calming devices were considered. She <br />expressed concern about the blind curve and drivers who drive too fast. She was also <br />concerned about the safety of her children and other neighborhood children. She referred to a <br />petition signed by the residents of Valencia who strongly opposed the approval of the large <br />daycare. She noted the Valencia Development is part of the Hacienda Development Park and <br />she proposed that the Thuses arrange something with the Hacienda Development Park to lease <br />a space to operate a large daycare center. <br /> <br />Doug Sutton, a Pleasanton resident, spoke in support of the conditional use permil. He <br />encouraged Council to consider the character of the neighborhood. Of those who opposed the <br />expansion of the Thuse daycare, he wondered what the neighbors thoughts were and if it <br />occurred to them to consider the Thuses' reasons for expanding their small family daycare to a <br />large family daycare home. He pointed out that every household on Genovesio Drive could <br />legally have a daycare license for up to eight children. <br /> <br />Patricia Sutton, a Pleasanton resident, spoke in support of the conditional use permit <br />and voiced her support for the future of the children in this community. <br /> <br />Richard Schwaninger, a Pleasanton resident, spoke in opposition to the conditional use <br />permit. He believed the applicant had not asked the neighbors how they felt about the <br />expansion of the small family daycare home into a large family daycare home. He said nothing <br />has changed since the last Planning Commission public hearing and there remained many <br />issues related to traffic. The first time this issue surfaced at the HOA meetings, it was extremely <br />adversarial. Initially, the applicant was asked to revise his application from 14 children to 11 <br />children and declined. <br /> <br />Steve Bursley, a Pleasanton resident, spoke in opposition to the conditional use permit. <br />He stated that he was an original homeowner of the Valencia Development and a former <br />boardmember of the HOA. He concurred with comments of his neighbors who spoke in <br />opposition to this item. He acknowledged that there has been a long-standing traffic problem in <br />the Valencia Development and opposed the addition of more traffic. As a parent of two small <br />children, he had a vested interest in making sure that a safe neighborhood was maintained. <br />The Planning Commission informed the HOA that although they could place some <br />contingencies or restrictions on allowing the expansion of the Thuse daycare, it would be <br />extremely difficult to revoke il. While he was aware that some of the neighbors violate the <br />speed limit, he believed the majority of violators were service providers and visitors to the area. <br /> <br />Mr. Thuse, applicant, provided rebuttal comments.
