supported her care of the children while helping them to learn in a safe environment. He noted
that Ms. Thuse is adamant about complying with the conditions of approval.

Riki Gibson, a Pleasanton resident and patron, said she has not experienced a
significant amount of traffic that could be attributed to the daycare center. She noted that Ms.
Thuse is strict about enforcing and posting the guidelines and she believed all of the parents
followed these guidelines. She believed the expansion of the daycare would be an asset to the
community. She vouched for Ms. Thuse's ability to provide her son with the love and care he
needs. The majority of the children are small and play indoors and she was concerned about
the issues that were raised pertaining to noise as there are other children playing outside in the
neighborhood, which is what a community is all about.

Brenda Patrick, a Pleasanton resident, spoke in opposition to the conditional use permit.
She expressed concern about traffic safety on the narrow street.

Manjunath G, a Pleasanton resident, spoke in support of the conditional use permit.

Praful Deshmane, a Pleasanton resident, addressed Council in support of Ms. Thuse
and her daycare center. As a jogger in the morning and evenings, he does not see a significant
amount of traffic in that area. As a resident in the Valencia Development, he believed the
presence of a daycare center supported the neighborhood and added value. He also believed
Ms. Thuse's daycare center alerted public safety of its existence, which added safety and
security to this particular neighborhood. It was difficult for him to accept the concept that it is not
possible to regulate a safe and secure daycare facility.

Sudhir Kielkarni, a Fremont resident, mentioned that he and his wife hired a realtor to
assist his family in relocating and purchasing property in Pleasanton. One of the primary
concerns he and his wife had when looking for a quality daycare provider in Pleasanton was a
provider that would meet the dietary needs of his daughter who is a vegetarian. He and his wife
inquired with Ms. Thuse about providing daycare for their daughter and were informed that she
could not accept any more children. If this application were approved, he believed it would
provide him and his wife the opportunity to move to Pleasanton.

Shirish Patil, a Genovesio Drive resident, mentioned that he drives by Kids Planet on a
daily basis when taking his children to school. He has not observed an increase in traffic since
the Thuse family moved into the neighborhood. While he and his wife do not have a current
need for a daycare provider, he and his wife would look for a daycare provider that would
provide the quality and type of care that the Ms. Thuse provides.

Ajit Kher, a Pleasanton resident, said he was the realtor for both Mr. and Mrs. Thuse and
Mr. Kielkarni. The reason the Thuse daycare is important is because of the growing Indian
community who for religious reasons are vegetarians, and Kids Planet is the only vegetarian
daycare center in Pleasanton. Many of his clients from the South Bay want a vegetarian
daycare center in Pleasanton. He requested Council to approve the conditional use permit.

Leanae Li, a Genovesio Drive resident, spoke in opposition to the conditional use permit.
She stated that her family has been looking to purchase another home in the past few months
because the traffic is unbearable. She now has the legal responsibility to disclose information
pertaining to the daycare center to potential buyers, which has discouraged potential buyers.
She expressed concern about reckless drivers and that daycare parents may not drive in a safe

Pleasanton City Council
Minutes

10

02/07/06
