endorsed the concept design for the Phase I Bernal Sports Field and authorized staff to expend funds for design documents for bidding purposes. Staff anticipates this will be completed in June or July. He reminded Council that at its last meeting, it authorized staff to proceed with the construction of the Alviso Adobe Community Park project subject to staff returning to Council with a funding plan. Staff needs to fine tune the plans prior to soliciting for bids. He noted that the design documents for Kottinger Creek are ready to be reviewed by Council. Staff anticipates bringing this matter to Council at its March 21 or April 4 meeting and at that time, Council will have the opportunity to weigh in and decide the scope and depth of this project and to what degree Council wants to provide funding. He noted that approximately $1 million dollars is set aside for this project. Staff is hopeful that it will be successful in securing State grants for this project. Council has conceptually endorsed the Firehouse Arts Center; the preliminary design will be brought to Council within the next few months. Council authorized staff to begin the design work and staff anticipates the design documents will be completed by November. He reminded Council that it gave the Civic Arts Foundation approximately six months to raise funds and Council created a strategy to either build a phased project or assuming the fundraising efforts are successful, build a complete package that includes the Theater, classrooms and the Art Gallery. He informed Council that it has reviewed all of the projects with the exception of Kottinger Creek; formally Council has not reviewed and considered this project. Mr. Sullivan recalled Council originally discussed having these five Capital Improvement Program (CIP) projects as its highest priority. At the February 21 Council meeting, staff's recommendation was to make these funding decisions as part of the mid-term CIP review scheduled for June, which has been accelerated based upon Council's approval this evening of the proposed funding plan. Mr. Fialho said that was correct. He noted that staff's initial recommendation was to wrap the funding for the Alviso Adobe project as part of Council's fiscal year budgetary review process so that it had a sense of the complete picture. Council directed staff to present a funding plan to Council that included a funding plan for the Alviso Adobe and to put that together, Council needed to understand the other four projects and the impact on the CIP. Mr. Sullivan believed the funding plan as presented for the Veterans Memorial Building and Alviso Adobe Community Park was solid. He was less comfortable with the proposed funding plan for Kottinger Creek and wondered why CIP transfers were not made to this project similar to the other four projects. Mr. Fialho noted that Council had the opportunity to weigh in on the depth and scope of the other four projects in terms of what it ultimately is endorsing and asking staff to fund. Council has not had the opportunity to do so with the Kottinger Creek Restoration. Council has set aside a reserve for the Kottinger Creek Restoration project in anticipation of staff bringing back to Council a more complete picture of the project. The design for the Kottinger Creek Restoration project has been completed and involved several iterations of neighborhood discussions with staff. Staff has not had an opportunity to present the plans to Council and it wanted to have this discussion with Council prior to allocating additional funds. By removing funding from the Aquatic Center Reserve for the Alviso Adobe Community Park project, Mr. Thorne wanted to ensure it would not create any safety hazards or allowing any safety hazards to exist.
