<br />Mr. Bocian clarified that the two categories mentioned in the staff report were strictly <br />related to the Affordable By Design Units. For the affordable units, the preference category <br />system is more detailed. Notwithstanding that, there is no preference for returning children or <br />residents in town. The preference category is based upon continuance residency in <br />Pleasanton, except that there is an alternative to the preference system for someone who went <br />away to school and returned or if someone recently moved. A preference for applicants raised <br />in the community wanting to return to Pleasanton could be included but he believed it would be <br />difficult to monitor. <br /> <br />Mr. Roush said Council ultimately decides what it wants to apply and if there were <br />Council support to revisit the preference system, Council could refer the matter to the Housing <br />Commission for its review and recommendation. <br /> <br />Mr. Thorne referred to Attachment B, Section 2F and asked if there was a review <br />process for a hardship exception that might not be categorized? <br /> <br />Mr. Bocian said no. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />John McMorrow, representing SilverStone Communities, thanked staff for its efforts in <br />making this agreement right to provide affordable housing to the City. <br /> <br />If Council removed the restriction that the exterior and interior finishes, landscaping and <br />amenities including appliances, carpeting, electrical fixtures, hardware countertops, etc. for the <br />Affordable By Design Units do not have to be consistent with the remainder of the units in the <br />Project, Mr. Brozoskyasked if SilverStone Communities could produce a unit that is cheaper? <br /> <br />Mr. McMorrow said SilverStone Communities typically has this flexibility. The restriction <br />that the exterior and interior finishes are to be of the same quality for the Affordable By Design <br />Units as the remainder of the units would tie SilverStone Community's hands in bringing the <br />price down because it is not clear as to what it can and cannot do. <br /> <br />If this restriction were removed, Ms. McGovern inquired about the difference in price for <br />the Affordable By Design Units. <br /> <br />Mr. McMorrow said the decrease in cost would be approximately $10,000 to $12,000. <br /> <br />Ms. McGovern said her goal was to try and get the Affordable By Design units at <br />$500,000 and keep it at that level. Once Council approves the Affordable Housing Agreement, <br />she asked Mr. McMorrow when the ground breaking would occur for this development. <br /> <br />Mr. McMorrow said spring of 2006. SilverStone Communities has applied for a tentative <br />map and is ready to submit its grading plans to the City.
