<br />Mr. Bocian said yes. For the affordable units, the agreement indicates the City will <br />market these units and the developer will reimburse the City for reasonable costs associated <br />with marketing, which keeps staff involved throughout the entire phase from advertising these <br />units, making sure all of the guidelines are clear, the lottery phase, selection of applicants, <br />reviewing the income and qualifications, and escrow process. Staff believes this is important <br />because the documents and qualification process are complex. Staff spends a significant <br />amount of time with the applicants and eventually the homeowners making sure they <br />understand what is occurring and what their expectations are throughout the entire process. <br /> <br />If Council approved the agreement this evening, Mayor Hosterman asked how soon the <br />application process would begin. <br /> <br />Mr. Bocian said the application process would begin approximately five months prior to <br />the expected offering date of the units. <br /> <br />Mr. Brozosky referred to Attachment B, item 2d, which states, "exterior and interior <br />finishes, landscaping and amenities including appliances, carpeting, electrical fixtures, hardware <br />countertops, etc., for the Affordable By Design Units shall be consistent with the other units in <br />the Project." He believed the developer was being restricted, particularly for Affordable By <br />Design Units. He asked why the Developer was not allowed to install different types of interior <br />finishes which would allow the units to be sold at a lower cost. <br /> <br />Mr. Bocian said the reason why this requirement was included in the Agreement was <br />because staff did not want the units to be of lesser quality than the remainder of the units in the <br />development. Staff anticipates that some of the larger market units will have some interior <br />fixtures, particularly that may be of a higher quality. He noted that the Developer has some <br />flexibility. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Bocian believed staff would be <br />presenting a report to Council on the City's Lower Income Housing Fee on April 4. <br /> <br />Ms. McGovern asked if staff could provide a tumover amount to Council that showed <br />how many affordable housing units for sale had been resold? <br /> <br />Mr. Bocian said yes. <br /> <br />Ms. McGovern asked if staff maintained a list of people in the community who have been <br />interested in affordable for sale housing? <br /> <br />Mr. Bocian said staff maintains an interest list. <br /> <br />Ms. McGovern asked if Council could be apprised of the cost, including the Affordable <br />By Design units, when these units went on the market for sale? <br /> <br />Mr. Bocian said yes. <br /> <br />Mr. Thorne referred to the limited preference criteria and noted that Council discussed <br />the possibility of allowing a preference for applicants raised in the community wanting to return <br />to Pleasanton. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />5 <br /> <br />03/07/06 <br />
