<br />Reserve was more than $47,275, and there was a certain portion that could not be used for <br />anything other than land acquisition without changing an ordinance. <br /> <br />Mr. Bocian said that was correct. <br /> <br />Mayor Hosterman closed the public comments. <br /> <br />Mayor Hosterman believed that if the City were unsuccessful in securing a State grant <br />for the Kottinger Creek Restoration project, Council would still be having a discussion regarding <br />a $1.4 million dollar project and how to fund the shortfall. <br /> <br />Mr. Fialho said that was correct. Council would have the opportunity to revisit the issue <br />and decide whether it wanted to fund the project at the $1.4 million dollar level and if so, Council <br />could transfer funding from an existing reserve or waiting until July 1 when it discussed the new <br />CIP allocations for the 2006-07 fiscal year. <br /> <br />Mayor Hosterman said she preferred to set aside funding for the Kottinger Creek <br />Restoration project now, similar to the other four projects. While the Kottinger Creek <br />Restoration project has not been presented to Council, it was important to ensure that this <br />project would move forward. <br /> <br />Ms. McGovern wanted Council to move forward on these five projects at the time staff <br />states they are coming forward. She believed it would be an improvement to have all five <br />projects moving forward to begin construction by the end of 2006. <br /> <br />Mr. Fialho said the Veterans Memorial Building would be under construction this year. <br />The bid and awarding of the construction contract for the Bernal Phase I Sports Field is <br />scheduled for later in 2006 with construction beginning in the spring of 2007. He was optimistic <br />that the Alviso Adobe Community Park project would move forward this year. The Firehouse <br />Arts Center project would be ready to proceed with bidding in November with construction <br />beginning in 2007. Over the next two years, he believed Council would see significant activity <br />on all five projects. <br /> <br />Mr. Thorne said he wanted to see all five of the Council priority projects proceed through <br />the bidding and construction process as quickly as possible. He wanted Council to have the <br />same attitude of commitment towards funding and finding the money to fund the five projects <br />even if it included using In-Lieu Park Dedication Fees. <br /> <br />Mr. Sullivan concurred with Mr. Thorne's comments. He noted his discomfort with this <br />because at one time, he believed Council was considering these five projects on an even keel <br />and funding was going to be identified and found as soon as possible. Over time, he believed <br />some of the five projects emerged as a higher priority than others. He noted that four of the five <br />projects have been reviewed closely and concrete funding plans have been identified, excluding <br />the Kottinger Creek Restoration project. He noted the importance of the Kottinger Creek <br />Restoration project and asked staff how Council could provide the community assurance that if <br />this funding plan is approved this evening, the same funding plan could be approved for this <br />project when it comes before Council. <br /> <br />Mr. Fialho said he was optimistic that he could identify and find the difference between <br />$1 million and $1.4 million dollars to fund the Kottinger Creek Restoration project. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />12 <br /> <br />03/07/06 <br />
