(SR 06:077) <br /> <br />Mr. Bocian presented the staff report. <br /> <br />Mr. Sullivan inquired about the status of each of the five Council priority projects <br />including the funding process. <br /> <br />Mr. Fialho said the Veterans Memorial Building project is scheduled to come before <br />Council for award of a contract within the next several meetings. Council reviewed and <br />endorsed the concept design for the Phase I Bernal Sports Field and authorized staff to expend <br />funds for design documents for bidding purposes. Staff anticipates this will be completed in <br />June or July. He reminded Council that at its last meeting, it authorized staff to proceed with the <br />construction of the Alviso Adobe Community Park project subject to staff returning to Council <br />with a funding plan. Staff needs to fine tune the plans prior to soliciting for bids. He noted that <br />the design documents for Kottinger Creek are ready to be reviewed by Council. Staff <br />anticipates bringing this matter to Council at its March 21 or April 4 meeting and at that time, <br />Council will have the opportunity to weigh in and decide the scope and depth of this project and <br />to what degree Council wants to provide funding. He noted that approximately $1 million dollars <br />is set aside for this project. Staff is hopeful that it will be successful in securing State grants for <br />this project. Council has conceptually endorsed the Firehouse Arts Center; the preliminary <br />design will be brought to Council within the next few months. Council authorized staff to begin <br />the design work and staff anticipates the design documents will be completed by November. He <br />reminded Council that it gave the Civic Arts Foundation approximately six months to raise funds <br />and Council created a strategy to either build a phased project or assuming the fundraising <br />efforts are successful, build a complete package that includes the Theater, classrooms and the <br />Art Gallery. He informed Council that it has reviewed all of the projects with the exception of <br />Kottinger Creek; formally Council has not reviewed and considered this project. <br /> <br />Mr. Sullivan recalled Council originally discussed having these five Capital Improvement <br />Program (CIP) projects as its highest priority. At the February 21 Council meeting, staff's <br />recommendation was to make these funding decisions as part of the mid-term CIP review <br />scheduled for June, which has been accelerated based upon Council's approval this evening of <br />the proposed funding plan. <br /> <br />Mr. Fialho said that was correct. He noted that staff's initial recommendation was to <br />wrap the funding for the Alviso Adobe project as part of Council's fiscal year budgetary review <br />process so that it had a sense of the complete picture. Council directed staff to present a <br />funding plan to Council that included a funding plan for the Alviso Adobe and to put that <br />together, Council needed to understand the other four projects and the impact on the CIP. <br /> <br />Mr. Sullivan believed the funding plan as presented for the Veterans Memorial Building <br />and Alviso Adobe Community Park was solid. He was less comfortable with the proposed <br />funding plan for Kottinger Creek and wondered why CIP transfers were not made to this project <br />similar to the other four projects. <br /> <br />Mr. Fialho noted that Council had the opportunity to weigh in on the depth and scope of <br />the other four projects in terms of what it ultimately is endorsing and asking staff to fund. <br />Council has not had the opportunity to do so with the Kottinger Creek Restoration.
