<br />wanted economic vitality, it needed to be able to move commerce in and out of the Tri- <br />Valley area and to look at it regionally. <br /> <br />There were no other speakers. <br /> <br />3. NEXT STEPS AND MATTERS INITIATED BY COUNCIL OR COMMISSION <br /> <br />Mayor Hosterman felt this element has changed considerably since the 1996 <br />General Plan element. It is more business friendly and all-inclusive. It recognizes the <br />economic engine of the community, which fuels the amenities that the people of <br />Pleasanton have come to enjoy and expect. This is a positive direction. She presented <br />a quick recap. A big issue was measuring and benchmarking efficiency of city services; <br />discussion of single point of contact for permitting; comments regarding possible living <br />wage; form-based codes; concerns regarding use of the Pleasanton housing cap versus <br />ABAG projection numbers; recognition of businesses and their needs and constraints; a <br />lot of word smithing such as changing established lingo to maintaining policies and <br />goals if those are policies and goals that will continue; changing the word "prohibit" to <br />something more flexible; clarification of competitive bidding for Pleasanton products and <br />services; transit oriented tax (TOT) analysis; potential shop Pleasanton website; <br />recognizing the job/housing balance is really a regional issue; economic vitality being <br />most important; the idea of CCA as a revenue generator and having continued <br />discussions; the fact the energy industry is a growth industry, for instance energy <br />efficiency programs, etc. to generate significant dollars that stay in the community; the <br />need for political prioritization of capital projects to get some things done; regional <br />collaboration with a local focus. She thanked the Committee for all its time and efforts <br />to advise Council and for all the citizens of the community. <br /> <br />Pamela Ott thanked Council and the Committee. She felt there was a lot of <br />common ground as well as a few areas that needed more work. She appreciated the <br />feedback from Council and indicated the Committee will have more discussions before <br />presenting a final plan. <br /> <br />Dave Walden, as Chairman of the Committee, thanked Ms. Ott for all her <br />support. <br /> <br />Nelson Fialho introduced David P. Culver, the new Pleasanton Finance Director. <br /> <br />4.
