<br />timely fashion. There is the idea of form-based codes, which could take the place of all <br />the local ordinances regarding land use. She asked if the Committee had discussed <br />that idea or would it be willing to discuss it in the future? <br /> <br />Mr. Paxson said the Committee has not discussed it but they should. Many <br />issues regarding streamlining deal with how to make the existing structures meaningful <br />to contemporary business and felt that could be done by form-based codes. He did not <br />think the Zoning Code meets current needs for businesses. A lot has been made of the <br />rise of entrepreneurial business in the region, but it is unknown what those businesses <br />will be in the next few years. He did not think the city was well positioned to be nimble <br />enough to deal with how those businesses will grow and adapt in this area. He felt <br />some opportunities could be lost. He believed overhauling the Zoning Code or moving <br />to form-based codes or some other system was a critical part of the process that <br />Council should prioritize soon. <br /> <br />Arne Olson believed Council should review this plan to find themes and <br />connections to the General Plan. Sustainability can be viewed in several ways. He <br />noted many small entrepreneurial companies are dealing with green technologies. The <br />city could become an incubator for some of those companies that want to find better <br />ways to use solar energy, generate electricity, etc. That is one of the themes that could <br />find a way into the General Plan. He also wanted to include a theme that Pleasanton is <br />part of the Tri-Valley and some of the challenges should be solved on a region basis <br />and not just on a municipal basis. He thought the entire Tri-Valley should have a <br />housing cap, not just one for each city. <br /> <br />Mayor Hosterman commented that is one of the topics being dealt with at the <br />Regional Planning Committee at ABAG. <br /> <br />Sharrell Michelotti asked if Council was going to give direction to the Committee? <br /> <br />Mayor Hosterman said she would recap some of the topics raised and she <br />expected the Committee to draft a final document, which includes some of the Council's <br />comments. <br /> <br />Mr. Fialho said the workshop was held to allow feedback from Council to the <br />Committee and from the Committee to Council. The next step is for staff to bring back <br />all the comments for discussion by the Committee in terms of presenting a final <br />recommendation to the City Council. <br /> <br />2. MEETING OPEN TO THE PUBLIC <br /> <br />Mayor Hosterman invited comments from the public. <br /> <br />Kevin Close, 871 Sycamore Road, referred to Goal 6 and indicated he agreed <br />with all of it, especially Policy 6.1.
