<br />Mr. Fialho said yes. He clarified that Council was committing to the design documents <br />this evening and as mentioned previously, there is a cost associated with it. At the end, if <br />Council decided not to pursue the project, which is an option, it has committed approximately <br />$800,000 to the design of the facility as presented in Scenario #2. <br /> <br />Mr. Sullivan said he would support the motion with the understanding that when this item <br />returned to Council prior to authorization to bid, it include the total cost analysis both from a <br />capital and operating standpoint. <br /> <br />Ms. McGovern concurred with Mr. Sullivan. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />Mr. Brozosky saw the improvements to Lions Wayside Park as a separate project and <br />he did not want to diminish or take away from the Firehouse Arts Center or any other Council <br />priority project. He believed the matter should return to Council for its consideration when it <br />reviewed the Capital Improvement Program. <br /> <br />Ms. McGovern envisioned the City working on its downtown with the Delucchi Park <br />Restroom facilities, improvements to Lions Wayside Park and the Firehouse Arts Theater. She <br />wanted to see how these projects could be pulled together. She asked staff when it planned to <br />present planning documents to Council for the improvements to Lions Wayside Park? <br /> <br />Mr. Fialho said staff would need to have a discussion with the landscape architect and <br />identify the true costs of improvements to the Park and then discuss the matter with Council as <br />part of its mid-term Capital Improvement Plan update. <br /> <br />Ms. McGovern did not want to see construction occurring at different times in the <br />Downtown. She reemphasized that she wanted to see how these projects could be pulled <br />together and conducted around the same time. <br /> <br />Mr. Fialho said staff would make that attempt. The concern he had from a cash flow <br />perspective was while he had the ability to proceed with the Council's five priority projects, staff <br />had not contemplated the improvements to Lions Wayside Park and if Council wished to <br />proceed, it would need to recognize that it might have to trade off some of the revenue currently <br />allocated for higher priority projects for the improvements to Lions Wayside Park. <br /> <br />Mr. Sullivan mentioned the only plan he had seen related to the improvements at Lions <br />Wayside Park was conceptual which was included in the Downtown Specific Plan. <br /> <br />Mr. Fialho said this was the plan he was referencing. <br /> <br />Mr. Wolfe said Council approved this master plan and it was Council's discretion as to <br />whether it wanted to proceed with that plan as approved by a previous Councilor modify it.
