<br />Mr. Fialho said he wanted to create every incentive for the Cultural Arts Foundation to <br />raise the funds. The question remains, can the City come up with difference in the event the <br />fund raising activities were not successful? He believed there was a way to move resources <br />around and cancel some minor projects that are not a Council priority and close out some old <br />projects that have existing fund balances that would probably fund the entire project. He <br />mentioned that the projects with existing fund balances would not include the Kottinger Creek <br />and Bernal property projects, basically the five Council priority projects that currently constitute <br />its list of Capital projects. While the Alviso Adobe project has some revenue available, staff is <br />attempting to augment this project with State and Federal grants and School District <br />involvement. <br /> <br />Mr. Sullivan believed three bids were necessary: one related to Scenario #1 and one <br />related to Scenario #2 and one related to the improvements to Lions Wayside Park. <br /> <br />Mr. Fialho said staff provided Council Scenario #1 as way to explain and illustrate the <br />cost of the actual structure versus all of the other associated programmatic costs. He <br />recommended that Council select Scenario #2 which included the construction of the shell and <br />theater which would allow Council to decide the fate of the gallery and classrooms at a later <br />date. He believed Scenario #2 provided Council the most flexibility which provided additional <br />time for the community to fundraise and allowed Council time in the fall to match City funding <br />with the fund raising dollars which would allow Council to decide at the time whether it wished to <br />proceed with Phase I or Phase II, or not doing anything. <br /> <br />Mr. Sullivan concurred with Ms. McGovern's comments and agreed that a real total cost, <br />including capital and operating costs, be provided to paint a complete picture. <br /> <br />Mr. Fialho pointed out that Council could decide at that time to bifurcate the <br />improvements to Lions Wayside Park and the complex in order to avoid doing the entire project <br />simultaneously depending upon the resources available. <br /> <br />There were no public comments. <br /> <br />It was moved by Mr. Brozosky, seconded by Mr. Thorne, to approve design <br />documents for Scenario #2 as outlined in the staff report and prior to authorization to bid <br />this project, the total cost analysis, including the capital and operating costs, shall be <br />provided to Council. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Schindler said the project consultant's <br />process would include the various review processes with the City over the next several months, <br />and the actual preparation of the construction documents would be prepared in five months <br />which would leave two months for the bidding process. <br /> <br />Ms. McGovern asked if there were a way to accelerate the process? <br /> <br />Mr. Schindler said the process could be accelerated but it was at the City's discretion. <br /> <br />Ms. McGovern asked if Mr. Brozosky's motion allowed Council the best opportunity to do <br />alternative bids when this project is ready to constructed? <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />20 <br /> <br />01/17/06 <br />
