<br />Mr. Fialho said it was subject to the property owner's interest in it and at this point, the <br />property owner has no interest in developing the upper portion of its property, which was where <br />the original alignment of the bypass road was going to go. <br /> <br />Ms. McGovern asked if the Summerhill development was turned down originally <br />because of geological problems? <br /> <br />Mr. Roush believed the Summerhill development was turned down due to aesthetics, <br />siting and a number of different issues that resulted in staff recommending and Council adopting <br />the recommendation not to approve the project. He did not believe it was solely related to the <br />geological aspect of the project and there would have been considerable grading that would <br />have had to occur to build the project which would have a visual impact in terms of how it looked <br />from the Valley floor. <br /> <br />As part of the General Plan workshops, Council had some discussion about Hacienda <br />Business Park and Staples Ranch. Ms. McGovern asked if Council would also have some <br />discussion about the southeast hills including Mr. Spotorno's property as part of the General <br />Plan process? <br /> <br />Mr. Fialho said yes. <br /> <br />Ms. McGovern believed this discussion would be one of the ways in which Council and <br />the Blue Ribbon Committee could discuss options and the real possibilities as it related to the <br />bypass road. <br /> <br />Mr. Fialho said the shorter-term objective of the Blue Ribbon Committee is to try and <br />resolve speeding issues and short-term issues that are of concern to that neighborhood. He is <br />trying to assemble the right mixture of people to help staff and Council identify what those <br />mitigations might be. <br /> <br />In reviewing the Council minutes regarding the original location of the bypass road, Mr. <br />Brozosky mentioned there was a Cap Initiative on the ballot that would have prevented housing <br />being developed on anything more than 10 units. At that time, the minutes reflected there was a <br />concern from the Council of approving the Summerhill project before the vote occurred on the <br />Cap Initiative. <br /> <br />Ms. McGovern asked if Council would have approved the Summerhill project if the Cap <br />Initiative had not been on the ballot? <br /> <br />Mr. Roush said there were a number of factors and reasons why the Summerhill project <br />was not approved. <br /> <br />Ms. McGovern believed it was important for cities to celebrate its accomplishments.
