(SR 06:022) <br /> <br />Mr. Fialho presented the staff report. <br /> <br />Mayor Hosterman asked if the Expedited Plan Check and Permitting project was a <br />program that took a great deal of time and energy to implement? When Council completed the <br />General Plan phase process, she wanted Council to discuss a number of items one of which <br />was the idea of form base codes which is in line with this project but simpler and more <br />straightforward. <br /> <br />Mr. Fialho pointed out that Council had an interest in improving City services. His goal <br />was to create an environment that allowed for expedited plan check and permitting within <br />reason and staff needed to brainstorm what these ideas might be. Ultimately, what staff could <br />do administratively would be presented to Council for review and discussion. <br /> <br />Mr. Brozosky suggested mailing the community newsletter to all Pleasanton residents in <br />combination with the Quarterly Recreation Program to save money. <br /> <br />Mr. Fialho said staff was considering this. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />Kevin Close, a Happy Valley resident, expressed concern related to the Happy Valley <br />Bypass Road Development goal as it related to the project description shown on page 3 of <br />Attachment A. The project description lead him to believe that the Happy Valley Specific Plan <br />had been eliminated and the goal would be to work towards what Greenbriar brings forward. He <br />referenced Council Resolution 03-008, which Council at that time said the only study would be <br />the bypass road as outlined in the Happy Valley Specific Plan. The project description did not <br />include nor did it mention the bypass road as outlined in the Happy Valley Specific Plan, which <br />was approved in 1998. <br /> <br />Ms. McGovern asked staff if it believed it looked like there would ever by any building on <br />the hills on the Spotorno property where the bypass road was originally supposed to be <br />located? <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />17 <br /> <br />01/03/06 <br />
