7. MATTERS INITIATED BY COUNCIL

Ms. McGovern referred to an article in the local newspaper regarding the Tri-Valley
Business Council in which the Business Council appeared to support the Pardee Development.
She reminded the Mayor that she agreed with her in opposing this, as there was a question
about funding using taxpayers money.

Mayor Hosterman indicated she had a conversation with Mr. Tom O'Malley and that she
and the other two Tri-Valley Mayors as well staff was going to meet in the next several weeks to
have this discussion.

Ms. McGovern asked Council to support directing staff to review providing senior
discounted rates for recreation programs.

Mr. Fialho indicated staff would satisfy this request by preparing a memo to Council and
Council could review it and then decide it if wanted to make it a Council item.

Council supported directing staff to prepare a memorandum to Council on the matter.

Mr. Brozosky inquired about the billing status of Signature Properties for its share of the
roadway improvements for the realigned Vineyard Avenue.

Mr. Roush said the reason Signature Properties had not been billed was because all of
the work for which it has responsibility has not been completed, which is the landscaping along
the northern side of the realigned Vineyard Avenue.

Mr. Brozosky believed Council might have made a different decision on how to expedite
the completion of the landscaping improvements, which is a significant amount of money to the
General Fund.

Mr. Fialho suggested sending a progress payment to Signature Properties in an effort to
stay true to what its obligation is and also put them on record that it has a financial pro-rata
share obligation associated with the roadway.

Mr. Brozosky inquired about the time frame for completing the landscaping
improvements?

Mr. Fialho said 12 months.

Mr. Sullivan provided an updated report on the proposal by Hansen Aggregates to dig a
quarry betv-{een the Town of Sunol and Interstate 680. Hansen Aggregates has indicated that it
intends to begin excavation of the site over the holiday season. He indicated that he would
continue to monitor this matter, as he believed it was a regional issue that would impact
Pleasanton.

8. COUNCIL COMMITTEE REPORTS

There were none.

Pleasanton City Council
Minutes

24

12/06/05
