<br />Mr. Bocian said CalHFA must be repaid first and the majority of the people who qualify <br />for these loans are maxed out and since the CalHFA must be repaid within 10 years, the City is <br />repaid in the eleventh year. The City would be repaid if and when the buyer sold his or her <br />home. <br /> <br />6f <br />Council assianments to local and reaional boards and commissions. (SR 05:329) <br /> <br />Mayor Hosterman noted that she made no changes to the current Council assignments <br />to local and regional boards and commissions. She thanked Mr. Brozosky for serving as Vice <br />Mayor for the past year. She asked Council to ratify her selection of Mr. Sullivan for Vice-Mayor <br />for 2006. <br /> <br />Ms. McGovern was not aware of the procedure for appointing a Vice-Mayor and asked if <br />the Council's Rules and Operating Procedures addressed the issue of appointing Vice-Mayor? <br /> <br />Mr. Fialho said the Council's Rules and Operating Procedures were silent on this issue. <br />Traditionally what has occurred is either Council nominates an individual or the Mayor <br />nominates someone and the Council collectively takes action on it. <br /> <br />Mr. Brozosky mentioned that he had been selected to be Supervisor Haggerty's <br />alternate to the Alameda County Transportation Improvement Authority (ACTIA) and the <br />Alameda County Transportation Authority (ACTA). If the Vice Mayor was unable to fill in for the <br />Mayor, he asked if representation would be rotated amongst the remainder of the Council? <br /> <br />Mr. Fialho said if the Vice-Mayor was unable to attend a meeting in the Mayor's <br />absence, he selected Councilmembers alphabetically. <br /> <br />Ms. McGovern asked if everyone who was elected to the Council had the opportunity to <br />serve as Vice Mayor? <br /> <br />Mayor Hosterman said it was her intention that each Councilmember would have the <br />opportunity to serve as Vice Mayor while she is Mayor. <br /> <br />Mr. Fialho said traditionally in this community, the position of Vice Mayor is rotated each <br /> <br />year. <br /> <br />It was moved by Mr. Thorne, seconded by Ms. McGovern, to adopt Resolution 05- <br />089, a resolution ratifying the Mayor's appointment of Council member Sullivan as Vice <br />Mayor, and to adopt Resolution 05-090, a resolution ratifying the Mayor's appointments <br />to Council committees, regional and local authorities, boards, commissions and <br />committees for calendar year 2006. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />23 <br /> <br />12/06/05 <br />
