<br />7. MATTERS INITIATED BY COUNCIL <br /> Mr. Sullivan clarified that Proposition 76 was never discussed nor did this Council <br />provide a recommendation to the League of California Cities to vote on this matter. He believed <br />the vote of the General Assembly to support Proposition 76 was not overwhelmingly in the <br />affirmative. <br /> Mr. Thorne said he was the City's representative and he voted to support Proposition 76. <br />He asked if Council needed to follow a process for representation at the Annual League <br />Conference? <br /> Mr. Roush said typically the only time direction is given to councilmembers with respect <br />to these types of votes are when a councilmember serves on a regional committee or <br />commission and in these instances, often times Council will provide direction as to how it <br />expects its representatives to vote on a particular matter. With respect to League matters, he <br />did not believe Council's rules addressed it and it is up to the person appointed by the Council <br />to serve as the League voting representative to weigh the issues pros and cons and vote as he <br />or she sees fit. <br /> Mr. Thorne believed Council needed to discuss this further. <br /> Mr. Roush said that when staff is aware of an item that it knew would be controversial, <br />staff would place the matter before Council to give direction or at least a suggestion as to how <br />that representative ought to vote. <br /> Mr. Sullivan said his point was in the way it was presented which sounded like <br />Proposition 76 was endorsed by the Council, which it was not. <br />8. COUNCIL COMMITTEE REPORTS <br /> There were none. <br />9. CLOSED SESSION <br /> The Closed Session was held prior to the meeting. <br />10 ADJOURNMENT <br /> There being no further business to come before the Council, the meeting was adjourned <br />at 11 :50 p.m. to meet again in a regular meeting to be held on Tuesday, November 15, 2005 at <br />7:00 p.m. in the City Council Chambers located at 200 Old Bernal Avenue. <br /> ~v.~n; <br /> wn G.
