He asked if this was stated anywhere in the draft Phase II Specific Plan or was it a <br />discussion that Council previously had? <br />Mr. Rasmussen said Council had discussed the matter and it was included in past plans <br />but it was not included in the draft Phase II Specific Plan. <br />Mr. Iserson believed the entire area was zoned PUD. He believed it should be clearly <br />stated in the Phase II Specific Plan. <br />Mr. Sullivan said he wanted the policy stated in the Phase II Specific Plan because a <br />future Council could change something from a PUD to something else if it wanted to. <br />Mr. Brozosky referred to page 49 of the Plan and wondered why extra scrutiny on fire <br />sprinkler protection was being done for this parcel as opposed to other parcels. <br />Mr. Rasmussen said he would check with the Fire Marshall for clarification. <br />Mayor Hosterman approved of the Illustrative Site Plan. She liked the wording that Mr. <br />Rasmussen used when referring to a 318-acre arboretum with seven oaklands and plant <br />communities all reflective of indigenous floral in the Tri-Valley area. She liked the idea of the <br />natural water areas and creating a walkable park that would be accessible to people of all ages <br />in the community. Procedurally, she saw this as dovetailing into one plan. She believed <br />Council should continue to maintain flexibility in the Plan and rather than trying to get too <br />specific with different areas of the Illustrative Site Plan map, she preferred leaving it open in its <br />broadest format in order to get through the EIR process which would then answer many <br />questions that Council and the community have previously asked. <br />It was moved by Mr. Sullivan, seconded by Mr. Thorne, to direct staff to inciude <br />modifications to the Preliminary Draft Phase II Specific Plan as made by Council members <br />and to authorize staff to proceed with the formal processing of the Draft Phase II Specific <br />Plan concurrent with the Bernal Community Park Master Plan and the project EIR in <br />accordance with the schedule as outlined in the staff report. <br />Mr. Sullivan agreed with Mayor Hosterman's comments. He noted that final decisions <br />were not being made this evening with regard to the Phase II Specific Plan, as it would continue <br />to go through a lengthy process. If Council did not authorize staff to proceed forward with the <br />Bernal Community Park Master Plan concurrently with the Phase II Specific Plan, he believed <br />Council would not be following the direction of Measure X. <br />Mr. Brozosky did not believe the Bernal Community Park Master Plan should be <br />processed at this time and he could not support the motion. <br />Ms. McGovern asked staff if it believed Council was required to proceed with the Bernal <br />Community Park Master Plan because of Measure X. <br />Mr. Fialho said in his best judgment, yes, Council needed to proceed with the Bernal <br />Community Park Master plan based on the way he thought Measure X was written. <br />Ms. McGovern asked legal counsel if it believed Council was required to proceed with <br />the Bernal Community Park Master Plan because of Measure X. <br />Pleasanton City Council 22 11/01/05 <br />Minutes <br />
