CONSENT CALENDAR <br /> Vera Dunder, a Pleasanton resident, referred to agenda item 4h and pointed out the staff <br />report indicated Pleasanton did not satisfy the California Public Resource Code Section, AB939 <br />to reduce solid waste as compared to 1990. She noted it is mandatory that the evaluation <br />included the dedicated waste at the site of the Dublin San Ramon Sewer District (DSRSD). <br />Staff only listed Pleasanton Garbage Service and did not include DSRSD who must participate <br />in the reduction of waste. She requested DSRSD land deposit of the sewer sludge be included <br />in the evaluation by R3 Consulting Group. <br /> Mr. Brozosky reminded Council that in January of 2004 when the City began the Food <br />Waste Recycling Program, staff said it would return to Council in one year with the results of this <br />program. He wanted to ensure this was still a staff priority. <br /> Nelson Fialho, City Manager, said staff would present a report to Council in January of <br />2006 for its review and consideration. He noted that the Food Waste Recycling Program is a <br />commingled program with the City's Green Waste Program and the participation rate in <br />Pleasanton is approximately 15 percent. He believed the low participation rate was a bi-product <br />of insufficient marketing and outreach for this program. He noted that DSRSD's land deposit of <br />the sewer sledge would be a part of the analysis and the materials generated onsite would be <br />factored into the new base year study for recycling and solid waste diversion programs. <br /> Ms. McGovern asked if there was additional waste computed into Pleasanton's waste <br />that makes it difficult for the City to meet its quota? <br /> Mr. Fialho said yes. The formula calculates what the waste generation was in 1990 <br />collectively in the City, and it contemplated in 1990 all the commercial and residential waste and <br />waste generated by a governmental entity similar to DSRSD. Staff believed that when the base <br />year rate was calculated, the City missed some things. Agencies throughout the State have <br />been successful in revisiting the 1990 base year and making some adjustments to be in <br />compliance with the AB939 mandate, which requires 50 percent. <br /> Ms. McGovern asked if the City could work with DSRSD to encourage it to recycle more <br />of its waste. <br /> Mr. Fialho said this would be an outgrowth of the study. <br /> Ms. McGovern referred to agenda item 4e and pointed out the new Environmental <br />Category. Since Measure D Recycling and Waste Management Funds fund this program, she <br />asked if the funds were restricted for recycling education and reuse programs or could other <br />topics under environment be granted funds? <br /> Mr. Fialho said it could be expanded to anything that is defined under that category. <br />Staff would return to Council with a separate report that would outline the funding thresholds <br />and provide a definition of the Environmental Category. <br /> It was moved by Mr. Thorne, seconded by Mr. Sullivan, that the following actions <br />under the Consent Calendar be taken with amendments to the minutes of 10/18/05, page <br />26, paragraph seven to reflect Mr. Brozosky was concerned about the total cost of the <br />project, and to page 28, paragraph three, to correct the first name of the speaker to <br />Michael O'Callaghan. <br />Pleasanton City Council 2 11/01/05 <br />Minutes <br />
