<br /> Mr. Fialho said the difference is the 50-acre park has been the priority and the remainder <br /> has not been prioritized and is being looked at more from a planning perspective. Staff will <br /> eventually develop the 50-acres and as a developer, master plan that it would potentially look <br /> like so that it is consistent with the Specific Plan. <br /> Mr. Roush said the Administrative Draft Specific Plan document identifies in some detail <br /> the following: sub areas within the 318-acres, potential uses for these various sub-areas, the <br /> look of the grand park scheme, and utilities that would be included. The Administrative Draft <br /> Specific Plan would eventually become a Master Plan for the area but the first step taken in a <br /> planning document is to identify the Council's vision for this area with further refinements of <br /> what it would actually look like. <br /> Mr. Fialho said the Specific Plan is more general in terms of potential uses on the <br /> property and the first master plan is being done on the first 50-acres of the Community Park. At <br /> some point in the future, there would be a Phase II Master Plan that identifies the various sub- <br /> areas within the Specific Plan area. He noted that staff wanted to purposely stay away from a <br /> PUD because if Council approves a PUD on the 50-acres like it did for Phase I, it is locked into <br /> it. Staff wanted to create some certainty as to what the 318-acres might look like, but also <br /> create maximum flexibility for planning and budgeting purposes. <br /> Ms. McGovern wished Council could plan the entire park together with flexibility for it to <br /> change. <br /> Mr. Brozosky requested this item be continued to November 1, 2005 to allow for further <br /> discussion. <br /> 7. MATTERS INITIATED BY COUNCIL <br /> Ms. McGovern requested staff to investigate the "gray water" system issue in Happy <br /> Valley and provide a report to Council. She also requested staff to investigate who has <br /> assumed leadership roles at the Callippe Preserve Golf Course Club and ensure that <br /> Pleasanton residents have a leadership role. <br /> There was Council consensus to direct staff to address these two requests. <br /> 8.
