<br /> City would approve no land uses that were incompatible with the use of the Community Park for <br /> lighted sports fields. <br /> Mr. Sullivan believed the goal was to develop a plan in sufficient detail before submitting <br /> it to the voters. <br /> Mr. Roush said an EIR would be completed for the Phase II Specific Plan. The idea was <br /> to prepare a master plan for the community park at the same time the Phase II Specific Plan <br /> was prepared and at some point the two would mesh so that at the end, there would be a Phase <br /> II Specific Plan that either incorporates or ties in with the Master Plan. Whether this goes as a <br /> package to the voters or the Phase II Specific Plan is presented to the voters was up to Council <br /> to decide. <br /> Prior to developing a plan and an EIR for the remainder of the Bernal property, Mr. <br /> Sullivan believed Council needed to understand the interaction and environmental impacts <br /> between both projects before something was submitted to the voters. He was vague on what <br /> Council needed to do for the remainder of the property for the Phase II Specific Plan. <br /> Mr. Fialho said the Phase II Draft Specific Plan document is nearing completion and <br /> would soon be reviewed for completeness by staff prior to its submittal to the Council for further <br /> direction. The Master Plan is important because it is a major planned activity on that site that <br /> would have an impact on the surrounding neighborhood from an environmental impact <br /> standpoint as well as the surrounding uses that are contemplated for the entire 318-park. <br /> Mr. Thorne said this is what he would support. <br /> Mr. Fialho said the approach staff is taking is not inconsistent with previous Council <br /> direction, which was to bring to Council one document that contemplates everything for the <br /> Bernal property. <br /> Mr. Sullivan believed Council should gain an understanding of this prior to submitting it <br /> to the voters. <br /> Ms. McGovern asked staff to provide a definition of a specific plan and a master plan <br /> and explain the difference between the two documents. <br /> Mr. Roush said a specific plan is a term under the California Government Code, which <br /> basically is a planning document that is of greater detail than a general plan.
