<br />Warren Wettstein, a Paseo Navarro resident, mentioned that two large explosions <br />occurred on a weekend day in the past several months and based on his observations, it came <br />directly from the Sutton's backyard. If the Suttons operate a daycare, how could they allow <br />illegal fireworks when there are children present? <br />Sue Evans, a Paseo Navarro resident, said that while she was not opposed to family <br />daycare centers, she had a problem with the small U-shaped street that she lives on which <br />currently has three small daycare centers in operation which have a detrimental effect to the <br />neighborhood. She was not opposed to the existing condition but was opposed to increasing <br />the capacity of the daycare home at 5574 Paseo Navarro. She noted that the original letter <br />distributed by the Suttons indicated that it was requesting accommodation of two additional <br />children as two existing clients were pregnant, which she did not oppose; however, this idea <br />changed and she was surprised to later hear that the Suttons were requesting an application to <br />expand its existing small daycare facility into a large family daycare facility for up to 14 children, <br />which she opposed. She did not respond to Mr. Sutton's letter because she believed it was <br />more acceptable to respond to the City, as she was aware this matter was going to the Planning <br />Commission. She urged Council to uphold the appeal thereby denying the application. <br />J.W. Fox, a Paseo Navarro resident, was strongly opposed to the approval of a use <br />permit for a large family daycare. <br />Vilas Thuse, a Pleasanton resident, spoke in favor for the approval of Patricia and <br />Douglas Sutton's application for a conditional use permit to expand the existing daycare home <br />application at 5574 Paseo Navarro into a large family daycare center. He did not believe that <br />the existing two other small family daycare centers on Paseo Navarro would greatly impact the <br />neighborhood. <br />Paul Machi, a Paseo Navarro resident, supported the appeal and was opposed to the <br />use permit for a larger family daycare center. The concerns of the Paseo Navarro <br />neighborhood is the increase in traffic created by the expansion and the effects it would have on <br />their lives and the safety of the 20 plus children who live on Paseo Navarro, two of which are <br />handicapped. Currently there are three in home daycare centers located on Paseo Navarro, <br />one of which is located five doors down from this location none of which service the children of <br />its circle. He believed the current level of 24 daycare slots provided on this circle of 45 homes is <br />more than adequate. He noted that Paseo Navarro is a small loop consisting of 45 homes and <br />classified as Level of Service (LOS) A, which includes up to 30 vehicles per hour at peak time. <br />The current level of daycare operations on this block is almost meeting the limit of the LOS on <br />its own. If the City were to expand the daycare center, the LOS would be maximized simply by <br />the daycare clients, which would elevate the LOS to B or C. The neighbors have attempted on <br />two separate occasions to try and reach a compromise with the Suttons and neither time were <br />successful. He believed this was a contradiction to the Suttons original letter to the <br />neighborhood indicating that they were only trying to expand by two children of existing clients <br />thus not increasing the traffic and exasperating the traffic and safety issues currently in <br />existence. The City's plan to have the Suttons send letters to its clients to commit to driving <br />safely is not a feasible solution to the problem and community meetings are not realistic due to <br />the animosity created by this issue between the Suttons and the neighbors. He noted that 90 <br />percent of the neighbors signed a petition in opposition to the permanent change in its <br />neighborhood. He noted that the neighbors have not attempted to indicate or attempted in any <br />way to shut down this or any of the daycare centers located on Paseo Navarro. <br />Pleasanton City Council 8 1 0/04/05 <br />Minutes <br />
