<br />missed and struck the roundabouts. The third accident was a DUI where the driver was under <br />the influence and struck the roundabouts. Another accident involved a vehicle beyond the traffic <br />circle and the driver decided to change lanes into the lane going in the other direction, which <br />caused an accident. Another accident involved a truck, which was trying to navigate around the <br />traffic circle and could not clear it and rather than stay with the turn, the driver went to the <br />outside and hi-sided the vehicle and became stuck. Another accident involved a speeding <br />vehicle and another accident involved a driver going at a reasonable speed but did not navigate <br />the traffic circle appropriately. <br />Mr. Sullivan asked what the added benefit would be in designing Vineyard Avenue <br />between Montevino Drive and Bernal Avenue as a four-lane street with medians versus leaving <br />it as two lanes? <br />Mr. Wilson said there is an added benefit in terms of gaining additional capacity for a <br />small section of the streel. The main concerns would be the two lanes coming in and what the <br />intersection improvements would look like. In terms of weighing this benefit versus the traffic <br />calming aspects, staff believed the traffic calming aspects weigh heavier and that is why staff is <br />recommending two-lanes; however, the traffic model does show some benefit for four lanes but <br />it is not to the extent that staff would recommend given that the traffic calming aspect is <br />preferable. <br />Mr. Sullivan did not believe it seemed reasonable that there was significant traffic <br />congestion to make Vineyard Avenue between Montevino Drive and Bernal Avenue into four <br />lanes. <br />Mr. Wilson said he was not disagreeing with Mr. Sullivan; however pointed out that four <br />lanes would allow for vehicles to move around each other and add additional capacity in that <br />section. <br />In response to an inquiry by Mr. Sullivan, Mr. Wilson said there would be a lane in each <br />direction but the median would be much wider. <br />Mr. Sullivan asked if there was a need for a traffic signal at Petronave Lane beyond the <br />street access? <br />Mr. Wilson said staff would recommend a traffic signal because the issue is there are <br />very few homes that come out of this vertical location. The City created a difficulty for itself in <br />terms of geometries and the issue is that there is a minimal amount of stopping time as a <br />vehicle comes over the hill on Vineyard Avenue. <br />If the question of pedestrian access was removed, Mr. Sullivan asked if staff would still <br />recommend a traffic signal at the intersection of Vineyard Avenue and Petronave Lane? <br />Mr. Wilson said another potential option would be to make this intersection only a right <br />turn out from this location so that traffic does not have to cross two lanes. <br />Jeff Knowles, Deputy Directorrrransportation, said staff would have emphasized <br />increasing the site distances at this particular location because there is little traffic and <br />anywhere else in the City under these circumstances, staff would not build a traffic signal and <br />look for some other alternative.
