<br />Mr. Fialho said the matter would be scheduled for Council's October 4 Regular meeting <br />but not the issue of awarding the bid for rubberized asphalt. Staff will introduce the concept of <br />rubberized asphalt along Vineyard Avenue in consideration as to whether Vineyard Avenue will <br />continue as two lanes or revert back to four lanes. <br /> <br />Mayor Hosterman asked if the neighborhood would be notified. <br /> <br />Mr. Fialho said the neighborhood would be notified. <br /> <br />Ms. Storch asked if the conceptualization of rubberized asphalt would be postponed. <br /> <br />Mr. Fialho responded that the roadway would be rubberized but the City would like to do <br />it in a way that would allow the Council to make a decision as to whether Vineyard Avenue <br />would increase from two lanes to four lanes. He stated this is all connected and the City would <br />give the public the opportunity to weigh in on October 4th and based on the direction from <br />Council, the City would be ready to complete the rubberized asphalt project sometime in the <br />spring or mid-summer of 2006. <br /> <br />Julie Lewis, a Pleasanton resident, shared information about the upcoming Young <br />Expressions Concert that will be held on October 8 that includes children that are involved in the <br />Pleasanton Cultural Arts Program. She also shared the acrylic painting created by Patrick <br />Bayner. winner of the Young Artist award. She acknowledged the Community of Character <br />Program and informed the Council that Don Lewis was honored as a person exemplifying <br />respect. He will be the person that is managing the centerpiece of the Concert in pulling the <br />youth together. <br /> <br />Patrick Bayner, a Pleasanton resident addressed Council with his concerns of the lack of <br />arts in the schools. He discussed the diversity and the richness of what Pleasanton has to offer <br />which is not reflected in the arts. He would like to contribute to the community the best way he <br />knows how to through the arts. <br /> <br />Don Lewis, a Pleasanton resident, also addressed Council on arts and multi-media that <br />would be going on throughout the Concert on October 8. <br /> <br />Amin Sebghatulloah, a business owner, addressed Council regarding his concerns with <br />insurance coverage and requested it be reduced from the current $1 million dollar premium. He <br />stated that in other Tri-Valley cities the insurance coverage is only $300,000 and business is <br />slow at this time. He also requested the City to raise the meter rates due to the increase in fuel <br />costs and to withhold issuing any new taxicab business licenses, as he believed there was too <br />many taxi cab businesses currently in Pleasanton. <br /> <br />Mayor Hosterman asked staff if this matter was something being worked on? <br /> <br />Mr. Fialho said the City received a letter from Mr. Sebghatulloah that outlined the four <br />issues. The letter was forwarded to the Police Chief who administers this issue.
