Mr. Sullivan asked staff if it agreed with the proposed changes by Mr. Brozosky? Mr. Roush said Mr. Brozosky was asking Council to shorten the condition to indicate whatever the amended share infrastructure financing program would read is when the City would decide when the fees would be paid without additional verbiage. Mr. Brozosky was also suggesting that the amendment state that the fees be paid during the building permit stage and not the final map stage. Mr. Iserson said staff would consider it when making its recommendation. It was moved by McGovern motioned, seconded by Mr. Sullivan to make the finding that the proposed modification of PUD-oS is covered by the Final Environmental Impact Report (EIR) approved by the City Council for the Vineyard Avenue Corridor Specific Plan; to make the findings for the major modification of the approved PUD Development Plan stated in the attached Planning Commission staff report; and to Introduce Ordinance 1927, an ordinance approving the application of Frank and Barbara Berlogar and Kenneth and Pamela Chrisman for Planned Unit Development major modification, as filed under Case PUD-OS-1m.
