<br />Mr. Sullivan asked staff if it agreed with the proposed changes by Mr. Brozosky? <br /> <br />Mr. Roush said Mr. Brozosky was asking Council to shorten the condition to indicate <br />whatever the amended share infrastructure financing program would read is when the City <br />would decide when the fees would be paid without additional verbiage. Mr. Brozosky was also <br />suggesting that the amendment state that the fees be paid during the building permit stage and <br />not the final map stage. <br /> <br />Mr. Iserson said staff would consider it when making its recommendation. <br /> <br />It was moved by McGovern motioned, seconded by Mr. Sullivan to make the <br />finding that the proposed modification of PUD-oS is covered by the Final Environmental <br />Impact Report (EIR) approved by the City Council for the Vineyard Avenue Corridor <br />Specific Plan; to make the findings for the major modification of the approved PUD <br />Development Plan stated in the attached Planning Commission staff report; and to <br />Introduce Ordinance 1927, an ordinance approving the application of Frank and Barbara <br />Berlogar and Kenneth and Pamela Chrisman for Planned Unit Development major <br />modification, as filed under Case PUD-OS-1m. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - McGovern, Sullivan, Thorne, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />ABSTAINED DUE TO CONFLICT OF INTEREST: Councilmember Brozosky <br /> <br />It was moved by Ms. McGovern. seconded by Mr. Sullivan to direct staff to prepare <br />amendments to the shared infrastructure financing plan concerning when fees will be <br />paid for Hillside lots. <br /> <br />The roll call vote was taken as follows: <br />AYES: Council members - McGovern, Sullivan, Thorne, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />ABSTAINED DUE TO CONFLICT OF INTEREST: Council member Brozosky <br /> <br />6e. ADDellants (SR 05:258) <br />Appeal of the Planning Commission's denial of an application for PUD rezoning and <br />development plan approval for the construction of four single-family residences and two rental <br />units at 520 St. John Street. Zoning for the property is RM-15 (Multiple-Family Residential) <br />District and Core Area Overlay District. <br /> <br />Mr. Iserson presented the staff report. <br /> <br />Mr. Brozosky inquired about the windows in the duplex on St. John Street. He believed <br />residents would not park their vehicles on the streets to block their view.
