<br /> Mr. Sullivan pointed out that public money is an investment with a return realized on its <br /> investment. <br /> Mr. Fialho pointed out that the definition of this goal is confusing because the way in <br /> which it is written. He believed the goal was to provide an opportunity for the City to showcase <br /> PV technology wherever the opportunity presents itself.
