He <br /> suggested that Council study the establishment of a commission on Energy and the <br /> Environment and if that is the direction that it wanted to proceed, staff could spend some time <br /> discussing roles and responsibilities and issues and provide Council with a meaningful analysis <br /> with a recommendation as to whether or not to proceed. <br /> Ms. McGovern asked if this could be a part of the Energy Element of the General Plan? <br /> Mr. Fialho believed this could occur separate from the Energy Element discussion of the <br /> General Plan. He pointed out there are three major components, which included the <br /> Community Choice Aggregation (CCA), the Energy Element and the Commission. The CCA <br /> and the Energy Element are moving forward. Rather than making the decision to implement a <br /> commission, he suggested that Council authorize staff to study the issue in the context of <br /> everything else that is occurring. If Council wanted to make this a priority, he suggested <br /> changing the goal to state: "study the establishment of a commission on Energy and the <br /> Environment." <br /> Mr. Brozosky asked if this would require Planning staff's time? <br /> Mr. Fialho said this goal would be a hybrid City Manager-Public Works project. <br /> Mr. Thorne wanted to be a part of the study for the establishment of a commission on <br /> Energy and the Environment. <br /> Councilmembers Sullivan and Thorne and Mayor Hosterman supported the suggested <br /> changes as recommended by Mr. Fialho. <br /> Mr. Brozosky was opposed. <br /> Ms. McGovern was opposed to this goal until the Energy Element of the General Plan <br /> was adopted. She could not approve the establishment of a commission on Energy and the <br /> Environment without the establishment of appropriate goals, duties and responsibilities. <br /> Ms. McGovern asked if photovoltaic projects had been approved for Centex Homes and <br /> Fire Station 4? She asked if this goal was in addition to what Council had already approved? <br /> Mr. Sullivan noted that photovoltaic projects originated from the Energy Committee and <br /> was one of its recommendations. The idea was to explore public or private partnerships to <br /> develop solar electric projects, which was changed at some point to either strictly a public or a <br /> public/private partnership, which could include PV panels at the Library or the Operation <br /> Services Center.
