(SR 05:223) <br />Mike Tassano, Assistant Traffic Engineer, presented the staff report. <br />Mr. Sullivan believed the speed lumps on Crellin Road resulted in a decrease of <br />speeding with fewer vehicles using this roadway and more vehicles shifting over to Arbor Drive <br />with an increase in exceeding the speed limit. He asked if the critical speed on Arbor Drive <br />would decrease if speed lumps were installed? <br />Mr. Tassano said yes. <br />Mr. Thorne asked if less speed lumps would be as effective on Crellin Road? <br />Mr. Tassano said no. He believed the spacing between the six speed lumps on Crellin <br />Road was adequate in suppressing the critical vehicle speed. <br />Ms. McGovern noted that the staff report mentioned the latest traffic count with radar <br />speed signs was taken in July when school was not in session. She wanted staff to conduct <br />another traffic count with radar speed signs when school was in session because she believed <br />speeding is more common during this time. <br />Mayor Hosterman recalled that a radar speed sign was mounted at the top of Touriga <br />Drive at one point during the school year. <br />Mr. Tessano said a radar speed sign was mounted at the top of Touriga Drive during the <br />school year and the before and alter speed studies showed that with a residential location the <br />variance was smaller, whereas, installation of radar speed signs on West Las Positas is more <br />significant. <br />Ms. McGovern referred to the City's Traffic Calming Program brochure, which mentions <br />that maintenance agreements with homeowners are an option for deferring the City's cost of <br />such options. She asked if a homeowners association would be charged for maintenance. <br />Mr. Tassano said staff has not assessed any maintenance charges to date. <br />Mr. Fialho said there is a potential of establishing a district or a mechanism that would <br />ensure there is a standard applied for maintenance requirements, which would be related to <br />traffic circles and the landscaping within them, medians and other items listed in the toolbox. <br />Ms. McGovern asked if traffic lights with radar would be used more frequently in the <br />Traffic Calming Program? <br />Jeff Knowles, Deputy DirectorfTransportation, noted that when intersection measures <br />are discussed in the General Plan update process, there are four locations where Council will <br />hear the proposed removal of existing four-way stops and replacing them where speed is an <br />issue with speed sensitive traffic signals. <br />Mr. Brozosky referred to the staff report, which indicated that 2/3 of the Crellin residents <br />liked the speed lumps and about 50 percent believed it was not enough. <br />Pleasanton City Council 16 08/16/05 <br />Minutes <br />
