Mr. Wolfe said currently, the lights are shut off by 10 p.m. both for the upper Bernal field <br />and Softball Complex. He would expect the lights to be shut off sooner as these fields are <br />youth-oriented and the likelihood is that there would not be many youth games going on until 10 <br />p.m. <br /> <br /> Ms. McGovern asked if any adult sports would be utilizing these fields? <br /> <br /> Mr. Wolfe said given the configuration of the fields, there would be no adult sports <br />played on these fields. These fields are anticipated for youth use only. He noted that the City <br />had to extend the height of the fence at the Softball Complex. Staff believes that there is <br />sufficient space available at the Softball Complex to accommodate adult softball programs. He <br />noted that there are times when someone could drop in and use the fields at the Softball <br />Complex but primarily during the season, the fields are scheduled and he would expect the <br />same for the fields on the Bemal property. <br /> <br /> Mr. Thorne asked if Field Seven is stubbed for lights? <br /> <br /> Mr. Wolfe said that unless Council directs staff differently, the idea is to stub all fields <br />that are developed for lights, but Field Seven would not be lighted in Phase I. <br /> <br /> Mr. Thorne recalled that the Parks and Recreation Commission decided to stub all of the <br />fields with lighting in case it ever needed to be used. He also recalled that the Park and <br />Recreation Commission decided not to pave the entire parking lot for budgetary reasons. He <br />asked if staff anticipated receiving bids that would be under budget that would include the <br />pavement of the entire parking lot? <br /> <br /> Mr. Wolfe noted that this was a condition of the Planning Commission that if parking was <br />available, the entire area should be paved. <br /> <br /> Mr. Fotheringham said the strategy is to include it as part of the base bid and possibly <br />eliminate other added alternatives, such as eliminating the construction of the traffic circles now <br />but opening the area so that these could be built later. <br /> <br /> Mayor Hosterman asked if there was an opportunity to have graveled overflow parking <br />but still consider permeable surfaces in the future as the budget allows? <br /> <br /> Mr. Fotheringham said permeable paving would be investigated during the preliminary <br />design stage and would be dependent upon what is done underneath the soil. He believed <br />there were other ways to deal with water quality and infiltration without having permeable <br />pavement. <br /> <br /> Mayor Hosterman said it is not just water quality and infiltration; it is also keeping a <br /> cooler surface and environmentally the right direction to go. She reminded staff that Council <br /> included this condition in the approval of the project and she wanted to be kept in the loop and <br /> up to date on this matter. She believed the City needed to be far more environmentally <br /> sensitive than it has in the past. <br /> <br /> Ms. McGovern said she is worried about shade structures, particularly for children.
