He wanted a <br />__ model to see what would happen if there were an underpass going on Santa Rita south <br /> making a left turn onto Valley, so there is no reason to stop at that intersection. In <br /> addition, he wanted another underpass from Valley making a left onto Stanley with no <br /> signal requiring a stop. Perhaps it won't work, but he would like to see what would <br /> happen. He wanted to see other ideas for the problem intersections, without building <br /> the West Las Positas interchange and the Stoneridge extension. <br /> <br /> Ms. Fox felt the understanding was that the interchange and street extension <br /> were to come up at the end of the process with the EIR. She was surprised to see them <br /> at this point. She wanted to focus on models 1 and 2. When focus is on 3 through 5, <br /> there is no way to estimate how many cars would come off the freeway into Pleasanton. <br /> That all depends on freeway delays and the direction of travel. There are many <br /> variables depending on the economy. She felt it made more sense to focus on models <br /> I and 2. <br /> <br /> Mr. Blank agreed it made sense to look at models 1 and 2. He also felt the street <br /> extension and interchange would be at the end of the process. He could not see a <br /> scenario where a decision would be made to include them even if they were discussed <br /> at the end of the process. If staff believed the process would be easier to review them <br /> now instead of later, then he agreed with Mr. Arkin that the absolute minimum amount <br /> of work be done to fulfill legal requirements. He was a little worried about some of the <br /> assumptions in the models. He was sure the traffic engineers in 1996 were just as <br />-- convinced this was a great tool, but there are some things a tool just cannot provide. <br /> <br /> Mayor Hosterman felt it was important to look at all the data and would like staff <br /> to run all five models, knowing full well that the extension and interchange will never <br /> occur. She felt Mr. Arkin's idea about underpasses was intriguing and deserved <br /> discussion. She believed that the more data and information there was, the better it <br /> would be to understand the impacts throughout Pleasanton that need to be addressed. <br /> She has had discussions with other mayors in the Tri-Valley and they have grave <br /> concerns about what Pleasanton may do that could impact their communities. There <br /> was a proposal that would require Pleasanton to go through these model runs through <br /> the triangle study process, which is a regional look at getting traffic moving. As those <br /> discussions occurred, Mayor Hosterman made it clear that Pleasanton understood their <br /> concerns and were willing to address those concerns. She said Pleasanton's internal <br /> process would include model runs for all options and would be a public process. Once <br /> the information is gathered and mitigations were proposed, there would be discussions <br /> with the mayors of surrounding cities. The mayors were then willing to support <br /> Pleasanton and go to the Congestion Management Agency to say the models would be <br /> run internally and did not need to go through the process at the county level. She felt <br /> running all five models would make sense and show regional cooperation. Regardless <br /> of Livermore or Dublin's perceptions of what Pleasanton is doing, it is important to work <br /> collaboratively. She asked Councilmembers to support all five model runs to get all <br /> information possible. <br /> <br /> Mr. Sullivan assured the audience that the issues of West Las Positas <br /> interchange and Stoneridge Drive extension are more than campaign promises.
