MINUTES <br /> OF THE <br /> JOINT WORKSHOP <br /> CITY COUNCIL - PLANNING COMMISSION <br /> <br /> May 24, 2005 <br /> <br />1. Workshop Call to Order <br /> <br /> The meeting was called to order at 6:37 p.m. by Mayor Jennifer Hosterman. <br /> <br /> Those in attendance were: City Councilmembers Steve Brozosky, Cindy <br />McGovem, Matt Sullivan, and Mayor Jennifer Hosterman; Planning Commissioners <br />Brian Arkin, Philip Blank, Anne Fox, Trish Maas, and Mary Roberts. Staff members <br />present were: Nelson Fialho, City Manager; Michael Roush, City Attorney; Jerry <br />Iserson, Planning Director; Rob Wilson, Public Works Director; Jeff Knowles, Traffic <br />Engineer; Janice Stem, Assistant Planner; and Brian Swift, Retired Planning Director. <br /> <br />2. General Plan Update: Cimulation Element Update (SR 05:135) <br /> Jerry Iserson presented an overview of the staff report. <br /> Rob Wilson presented the detailed traffic portion of the report. <br /> Ms. McGovern referred to changes in the Level of Service. <br /> <br /> Mr. Wilson responded that as the delays at intersections increase, that <br />determines the Level of Service designation. Proposed mitigations change the service <br />levels back to a lower designation. <br /> <br /> Ms. Roberts asked if an intersection signal could be set to target cut through <br />traffic? <br /> <br /> Mr. Wilson said there are options for traffic timing and referred to the Sunol <br /> intersection as a constrained gateway. The cut through traffic was penalized by the <br /> timing, but at the same time residents were penalized as well. It is a balancing act. <br /> <br /> Mr. Arkin asked if Council and the Commission would be able to suggest other <br /> mitigations to be included in the model? <br /> <br /> Mr. Wilson felt it would be better to wait until the next meeting when staff reviews <br /> mitigations in more detail. <br /> <br /> Janice Stern presented information regarding residential development with <br /> regard to the housing cap and various legislation affecting development. <br /> <br /> Ms. McGovern referred to the Housing Element and did not understand why the <br /> 800-900 units just referred to have to be added to the Pleasanton General Plan build <br /> out figure of 27,315. <br /> Joint Workshop <br /> City Council and Planning Commission1 05/24/05 <br /> <br /> <br />
