Mr. Fialho anticipated convening a special Council priorities workshop prior to a regular <br />Council meeting either in July or August. Council would review and discuss existing projects and <br />have an opportunity to add projects and collectively, prioritize these projects as was done four <br />or five months ago. If Council's priorities changed, it could redirect some of the funds into one <br />of the priority projects that are not currently listed. He pointed out that Council has this flexibility <br />throughout the fiscal year, especially as it relates to the reserve projects because staff is not <br />expending money at this point. <br /> <br /> Ms. McGovern believed that additional funding for Capital Improvement Program <br />projects was going to be Council's priorities. She was hoping that Council was provided a clear <br />understanding when it considered the ClP that if there were going to be projects that staff would <br />like to recommend that they be recommended when Council is setting its priorities. She asked <br />what projects could the community count on seeing completed in the next several years. <br /> <br /> Mr. Fialho said the PUD for the Bernal Park Phase I Improvement would be presented to <br />Council at its next meeting, which he believed would be completed within two years. He <br />estimated that the Downtown Restroom project would be completed by next spring. He noted <br />that the First Street Renovation project is currently under construction with an additional 12 <br />months before this project is completed. The City has allocated funds for the acquisition of the <br />property located on Vervais Avenue and by next week this would be completed. He believed <br />the Veterans Memorial Building renovations would be completed within two years. He reminded <br />Council that it had several studies currently being conducted: the Youth Center Feasibility <br />Study which is almost in the completion stage and the Triangle Study, also funded out of the <br />CIP, which would most likely be completed the end of December; and finally while it is not part <br />of the CIP, the Assisted Living Facility which should be completed in two years. <br /> <br /> Ms. McGovern believed it was important for the community to understand that even <br />though the City has pots of money, all of the projects would not be completed and the <br />community could look forward to the completion of the projects as mentioned by staff. She <br />noted that it was difficult for her to understand how much money was originally allocated, how <br />much money was spent and how much money is remaining. Staff mentioned that it could <br />produce a report that would reflect the on-going projects and provide Council and the <br />community the actual costs associated with each project. <br /> <br /> Mr. Fialho said this type of report is generally done as part of the comprehensive <br />financial reports that staff produces on an annual basis. Staff could compile some type of <br />informational report for Council and the public that illustrates the status of initial funding, <br />revenues coming in and expenditures going out on a quarterly basis for the projects that Council <br />has approved for the current fiscal year. <br /> <br /> Ms. McGovern said she could move forward with the CIP if she was ensured that within <br />the next several months the Gingerbread playground equipment would be addressed by <br />bringing it into compliance with State regulations. <br /> <br /> Mr. Fiaiho said staff could return to Council by the end of the year with an assessment of <br />the situation and recommended solution. <br /> <br /> Ms. McGovern asked if the Community Center/Youth Center project could be added to <br />the Civic Center/Library reserve?
