Mr. Roush said the concerns were related to bringing the play structure into compliance
with new State regulations. The Commission's belief was that because the play structure is
safe to install it does not meet current regulations; therefore, it wanted Council to be aware of
this concern to the extent it could be funded sometime soon.

Mr. Brozosky asked if there was a reason to include additional funding for the Kottinger
Creek project now as opposed to waiting for it to come to Council so it knows the total impacts,
which could be funded at that time.

Mr. Bocian said this project is a high priority of the Council. Staff is aware that it will take
a considerable amount of money to fund this project. Engineering staff is looking at the project
and trying to determine whether it can fund it and meet all of the projects needs with the
$800,000 plus the reserve. The general sense was that in order to complete the project, an
additional $800,000 was needed. He believed Council would have some various options related
to this project.

Mr. Fialho said staff would attempt to present to Council a Iow, medium and high
scenario in the context of this project. Staff's recommendation to fund this project by an
additional $800,000 is out of its review of Council's priorities.

Mr. Brozosky said this project was one of his highest priorities. He asked if it would be
more prudent to set aside some of these funds into reserves for various projects such as this
project, the Alviso Adobe Park project, and the Aquatics Center project, that staff is not allowed
to spend until appropriated by Council?

Mr. Fialho said Council could take this action and staff could move money around
assuming there is support. He recommended that Council follow staff's recommendation in
terms of allocating additional reserves to some of these projects.

Mr. Thorne asked if the Aquatics Center project included separation of the pools for
heating purposes?

Mr. Bocian recalled that it was not for heating purposes but for health regulated issues.

Mr. Thorne noted that when the Aquatics Center project first began, the pools could not
be separated for heating purposes, which created an energy issue.

Mr. Bocian said the new pool runs on its own separate heating system.

In response to an inquiry by Mr. Thorne, Jim Wolfe, Director of Parks and Community
Services, said the problems are related to the filtration system and heating as staff does not
have the ability to heat one of the older pools separately.

Mr. Thorne asked if he would be allowed the opportunity to list his priorities and if they
would have any impact on the existing Council priorities.

Mr. Fialho said Council would have this opportunity from the standpoint that when staff
checks in annually and quarterly, Council collectively would have the opportunity to add
additional funds to the CIP budget.

Mr. Sullivan asked if Council would conduct another priority setting session?

Pleasanton City Council 28 06/21/05
Minutes
