(SR 05:165) <br /> <br /> Jerry Iserson, Director of Planning and Community Development, provided a brief <br />overview of the presentation. <br /> <br /> Michael D. Fotheringham, M.D. Fotheringham Landscape Architects, inc., presented <br />Specific Plan Options One and Two. <br /> <br /> In response to an inquiry by Mr. Sullivan, Mr. Fotheringham said the highest point on the <br />Performing Arts Theater as depicted in Vantage Point #2, Option 2 - looking northwest is 90 feet <br />tall. He noted that the Performing Arts Theater is in the southern location and approximately <br />2,000 feet from Bernal Avenue. <br /> <br /> Mayor Hosterman referenced Vantage Point #3, Option 2 - looking south and noted that <br />it did not appear that the 90-foot Performing Arts Theater would obscure a view of the Ridge. <br /> <br /> Mr. Fotheringham said that was correct. He pointed out that the Knoll is slightly to the <br /> right of the Performing Arts Theater. <br /> <br /> Ms. McGovern believed some type of design principles as presented in the Bernal <br /> Property Phase II Specific Plan Area Design Philosophy and summarized as guiding principles <br /> in the staff report needed to be incorporated into the Phase II Specific Plan. She noted that one <br /> of the principles mentioned small parking areas rather than large areas to be disbursed <br /> throughout the plan. She believed the plans included rather large parking areas concentrated in <br /> certain areas and she was uncertain whether this was in compliance with any of the guiding <br /> principles. <br /> <br /> Mr. Fotheringham said it is his intent to show the impact of the footprint that is required <br /> to support whatever facilities will ultimately be built. He noted that the parking layout as shown, <br /> assumes that there is a tree for every five spaces. During the design process, he will attempt to <br /> split those parking lots either by extending the ends or creating buffers in between in order to <br /> create the sense that there is not a large parking area. The reality is that there is certain <br /> demand for parking and standards that should be provided for not only parking capacity, but <br /> also ingress and egress. If shared parking is available, the design process will move in that <br /> direction. <br /> <br /> Ms. McGovern said one of the areas she was particularly concerned about was located <br /> off Valley Avenue and Laguna Creek Road where the wetlands area is and whether it is <br /> maintained as a larger wetland area rather than having the Cultural Arts Center located in the <br /> southern portion.
