Ms. McGovern asked that samples of Sustainable Community Principles be provided to
Council as it progresses through the Vision Statement. For Council to make these types of
statements, the community needs to be provided a clear understanding of what Sustainable
Community Principles mean and how that applies to Pleasanton and whether or not these
principles can be achieved.

In response to an inquiry by Mr. Brozosky, Mr. Fialho suggested that Council include
broad language as either suggested in bullet three of Version Two or bullet three of Version
Three knowing that the Vision Statement is a working draft. As Council goes through the
element process and engages the public related to how the documents will look, Council can
use the Vision Statement as a reference point. If Council ends up doing something different in
regard to sustainability, it can always change the Vision Statement to reflect what the collective
policy direction is of the Council as it relates to the General Plan.

It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to adopt Version I as
the working draft Vision Statement to guide the preparation of the General Plan as
revised by Councilmember McGovern with the addition of bullet number three related to
Sustainable Community Principles from Version Two of the draft Vision Statement.

The roll call vote was as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and
Mayor Hosterman
NOES: None
ABSENT: None
ABSTAIN: None

8~
2005-2006 Annual Assessments for Landscape District 1984-1 (Ponderosa)~ 1993-1
(Windsor), 1993-2 (Bonde Ranch)~ 1994-1 (Oak Tree Farm)~ and 1995-1 (Moiler Ranch).
(SR 05:156)

Phil Grubstick, presented the staff report.

Mayor Hosterman declared the public hearing. There being no comments, the public
hearing was closed.

It was moved by Mr. Thorne, seconded by Mr. Sullivan, to adopt Resolution No.
05-047, confirming the Engineer's report and levying the 2005-2006 assessment for
Lighting and Landscape District 1995-1 (Moiler Ranch); to adopt Resolution No. 05-048,
confirming the Engineer's report and levying the 2005-2006 assessment for Lighting and
Landscape District 1994-1 (Oak Tree Farm); to adopt Resolution No. 05-049, confirming
the Engineer's report and levying the 2005-2006 assessment for Lighting and Landscape
District 1993-2 (Bonde Ranch); to adopt Resolution No. 05-050, confirming the Engineer's
report and levying the 2005-2006 assessment for Lighting and Landscape District 1993-1
(Windsor); to adopt Resolution No. 05-051, confirming the Engineer's report and levying
the 2005-2006 assessment for Lighting and Landscape District 1984-1 (Ponderosa); and
appropriating $11,566 from the applicable City Funds (General Fund, Water Fund and
Sewer Fund) to the respective Lighting and Landscape Maintenance Districts.

Pleasanton City Council 10 06/21/05
Minutes
