Mr. Sullivan said the neighbors are an important stakeholder in this 3rocess and
wanted to hear more from them.

Mr. Moore said he talks to his neighbors a lot and participates ~n numerous
committees and many of them are unhappy that the original Plan A was not being
implemented. It seems the theater will be closer to their community and not near
downtown as previously planned. It seems Council and planning staff are not sensitive
to sound. He cited the fast food restaurant at Bernal and Valley and the fire station and
apartments. There was concern about the amphitheater because it seems this
neighborhood is getting hit from all sides. He urged Council to consider the suggestion
by the sports and cultural arts representatives. He also wanted the amphitheater
moved farther from the fairgrounds amphitheater.

Leonard Cooper, 6923 Lassen Street, indicated he is a retired teacher and was a
performing arts specialist who knows about sound. He stated if the theaters were
placed near the freeway, they would be unusable because of the sound. At the recent
meeting at the Senior Center, there was strong opposition to having the train station
near a school. He used to teach near an airport and lost thirty minutes a day of
instruction time because of the noise. He felt because of noise and safety concerns,
there should not be a train station near the school. That would be a good spot for the
tennis courts.

Tom Murphy, 498 Los Rios Court, wanted to make certain this is a "community"
park. There are many uses intended there and he wanted to make certain tennis is
included. Some other sports may have to share space in order to accommodate the
tennis courts. Many of the fields are oriented for club sports and he wanted facilities for
individuals to drop in at all times of the day. He also noted that many of the club sports
are made up of non-resident members. He wanted to make certain the uses are for the
general public and residents of Pleasanton primarily as well as others.

Tom Pico, 795 Neal Place, strongly opposed having the civic arts center off
Bernal between the sports park and the houses. It diminishes the view shed. The
concept of placing it in the northeast comer next to the middle school and sports fields
has merit, but he was concerned that people think the uses would impact each other
once in while. He hoped the civic arts center; amphitheater and fields would be highly
used. He believed there would be significant conflicts. He could not imagine sitting in
an amphitheater listening to Shakespeare while there is a softball league game going
on next door with people cheering. In addition there would be noise from the trains
going by and he believed the frequency of trains will only increase over the years. He
felt there would not be adequate parking when all facilities are used and there would be
serious traffic impacts. He believed a better location for the civic arts center was on
Valley near the freeway. The uncertainty there depends on what the School District
decides to do with regard to the alternative high school. There have been
conversations with the School District and commercial property owners regarding a joint
facility. If the civic arts center is moved to the northeast, it eliminates the potential for
any future joint use facility. He felt a joint use facility would be very positive for the city.
If that becomes infeasible, then he would support the northeast location, but he felt
Joint Workshop
City Council and Parks and Recreation Commission
5 05/12/05
