The roll call vote was taken was follows: <br />AYES: Councilmembers -Brozosky, McGovern, Sullivan, and <br /> Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Sullivan to eliminate the outdoor amphitheater <br />from the 45-acre location where the sports fields are currently planned to <br />be located. <br /> <br /> Mayor Hosterman asked what would happen if Council were to discover <br />that there is an opportunity to locate the outdoor amphitheater in this area in such <br />a way that it would not interfere with the quality of life of the existing neighbors? <br /> <br /> Mr. Sullivan said he would be willing to consider a concept plan that <br />places the outdoor amphitheater near the train station. He would not support a <br />concept plan that placed the outdoor amphitheater anywhere within the western <br />fringe of the Community Park. <br /> <br /> The motion died due to lack of a second. <br /> <br /> Mr. Sullivan believed Council was responding to the arts and sports <br />community but not to the neighboring residents. <br /> <br /> Ms. McGovern believed it would be appropriate to entertain a motion to <br />direct staff to prepare a concept plan for the outdoor amphitheater that must take <br />into consideration the sensitivity of the neighborhood so that sound is not <br />amplified into these people's homes. <br /> <br /> Mayor Hosterman wanted to wait and see what the concept of an outdoor <br />amphitheater would look like and what kind of measurable impact it would have <br />on this neighborhood. <br /> <br /> Mr. Fialho said this underscores the approach that staff hopes to take as <br />this process winds down and is headed to the ballot for voter consideration. Staff <br />will take the time to understand view shed analysis and noise attenuation issues. <br />The goal is conceptually that this is what it would look like and the Specific Plan <br />would identify the various uses that are important for that site. From there, the <br />City would have maximum flexibility over the years to slightly adjust things based <br />on need, concerns and funding. <br /> <br />City Council <br />Special Meeting 5 05/12/05 <br /> <br /> <br />
