__ Mr. Brozosky recalled that the Task Force recommended conducting a <br /> Negative Declaration. <br /> <br /> Mayor Hosterman believed it was important to be in compliance with the <br /> terms and conditions of the tax sharing agreement between the County and the <br /> City. She preferred to retain the ACE Train Station on the Bemal property and <br /> include it as one of the alternatives in the EIR analysis. <br /> <br /> Ms. McGovern did not support retaining the ACE Train Station in the <br /> preferred plan. <br /> <br /> Mr. Fialho recommended that Council defer making a decision on the ACE <br /> Train Station until its June 21 meeting. This would give staff sufficient time to <br /> review the various issues associated with this site. <br /> <br /> Ms. McGovern reiterated that she did not support retaining the ACE Train <br /> Station in the preferred plan. She was willing to work with Alameda County to <br /> make the current location of the Train Station a viable option that included <br /> adequate parking. <br /> <br /> No formal action was taken by Council with regard to the ACE Train <br /> Station. <br /> <br /> It was moved by Mayor Hosterman, seconded by Mr. Brozosky, to <br /> provide an alternative design concept to locate the Cultural Arts Center in <br /> the northeast corner of the Bernal property to include eight multi-use <br /> sports fields. <br /> <br /> Mr. Sullivan said he would support the motion if it did not include the <br /> placement of the outdoor amphitheater adjacent to the neighbors. <br /> <br /> Mayor Hosterman shared Mr. Sullivan's concerns about the placement of <br /> the Amphitheater. She would like Council to have the opportunity to discuss this <br /> issue separately. She wanted to give staff the opportunity to prepare a design <br /> concept without having to deal with this particular issue. <br /> <br /> Mr. Sullivan said he would not support the motion as it takes the three site <br /> plan alternatives that Council eliminated and moves the indoor portion of the <br /> Cultural Arts Center to the northeast corner while leaving the outdoor <br /> amphitheater in the same location. <br /> <br /> Mr. Brozosky asked if staff needed additional direction pertaining to the <br /> outdoor amphitheater, as it would change the layout of the sports fields. <br /> <br /> Mr. Fialho suggested that Council take action on the motion as previously <br /> made by Mayor Hosterman. <br /> <br /> City Council <br /> Special Meeting 4 05/12/05 <br /> <br /> <br />
