Mr. Rasmussen said that plan showed it along the existing agricultural channel
and did not provide for a realignment.

Mr. Wolfe said on the original design there was discussion about undergrounding
the creek through the park. Since that time, it has been found that the size of pipe
needed to accommodate that would be too large. Subsequent plans have all included
an open creek design. That was determined to be an advantage to the park as an
environmental feature with trails along it.

Ms. McGovern liked the basketball courts in Plan C and would like them to be
located near a teen center if possible or other community center. There is a pedestrian
connection to schools. She would like a pedestrian connection to the gymnasium and
tennis courts on the Pleasanton Middle School campus. She felt this would also be
good in the event of a need for overflow parking for the cultural arts facility if it is at the
northeast corner. She had concerns about the amphitheater in its present location.
She asked if these plans were to be melded together?.

Mr. Rasmussen said there appeared to be two alternatives being considered or
staff could be directed to design a new alternative.

Ms. McGovern believed there was a need to protect continuous areas of open
space, no matter what is done on the Bernal property. There is also a need to protect
the view sheds. She was in favor of the "Great Meadow" idea, the longer and more
open, the better. She wanted the teen center to be near sports fields as well as a
community center. She felt a community center should take the place of a private youth
club. She did not believe most teens wanted a competing youth club with a teen center.
She felt one area for youth, not two. She was not in favor of the ACE train station, but
was in favor of working with the fairgrounds and Alameda County Board of Supervisors
to look for additional parking at the current station. She wanted to keep the seven or
eight fields that are proposed. She asked if there would be bus stops and restrooms in
the area.

Mr. Rasmussen said yes.

Ms. McGovern supported moving the cultural arts center to the northeast corner.
She said she walks a five-mile route and would walk from the cultural center to
downtown. She wondered if the cultural arts center were located on the northeast
corner, would Bernal Avenue need to be improved with right-hand turn lanes or
widening?

Mr. Rasmussen said the only improvement on Bernal might be left-turn lane
pockets and right-turn acceleration lanes. The engineers have not had concerns. No
matter what location is chosen for the cultural arts center, it would be part of the EIR
process to determine the viability.

Joint Workshop
City Council and Parks and Recreation Commission
10 05/12/05
