He pointed out that this is one of the advantages of forming a <br />Pleasanton Tennis Club Association, as these are the types of issues that can be discussed and <br />resolved with the tennis players. The main purpose of the Tennis Operator is to enhance tennis <br />play and work with the groups to ensure that access to the courts is available. <br /> <br /> Mr. Brozosky wanted to ensure that the tennis courts were not reserved one hundred <br />percent for league play without providing the average tennis player the opportunity to drop in <br />and play. <br /> <br /> Mr. Wolfe said that this is the balance that staff and the Tennis Operator is trying to <br />strike in terms of a resident's ability to drop-in and play without having to make a reservation. <br /> <br /> Mr. Brozosky mentioned that a process has been developed for reviewing the golf <br />course procedures. He asked if the Parks and Recreation Commission reviewed this process <br />on an annual basis? <br /> <br /> Mr. Wolfe said yes, and it is dependent upon whether the Operator decides it wants to <br />make changes to the contract. <br /> <br /> Mr. Gill pointed out that it is vital to reserve the courts for league play because they must <br />host home matches, and in order to host home matches, one cannot wonder if a court is <br />available. The balance that needs to be weighed is how many courts are allocated for this <br />purpose. He is a proponent of reserving courts in advance when it comes to scheduled league <br />play beyond the two-day period of time. <br /> <br /> Ms. McGovern asked if the additional four courts available for reservations would be <br />used for league play? <br /> <br /> Mr. Gill said it should be a possibility for league play in order to accommodate their <br />schedule. In addition, there would be user groups from the general public that would reserve <br />courts. He believed there would be a block of time that could also be reserved for leagues <br />during specific times of the year. The City has the ability to determine the time and when these <br />leagues are conducted so that access is provided to the general public during what is <br />considered prime time. <br /> <br /> Ms. McGovern believed that there would be certain times during the year when the <br /> additional four courts would not be available to the general public to reserve in a 48-hour time <br /> period. <br /> <br /> Mr. Gill was not aware of how many courts the leagues would need. In order to <br /> minimize the number of courts that are being reserved in advance, there are ways to avoid <br /> having leagues at the same time. He pointed out that peak time for tennis play is any time after <br /> 6 p.m. on weekday evenings, and having league play later in the evening is an important <br /> component to this because it would allow people that do not play in leagues to reserve a court. <br /> <br /> Ms. McGovern believed continuity was important and what the public realizes is true <br /> about the availability of tennis courts.
