She was <br /> concerned about using regional growth only to 2010, By the time this General Plan <br /> Update is approved, it will be 2006 and that will give only four years of prediction of <br /> what we can see. She asked how staff could deal with that to have a true ten-year <br /> prediction window? <br /> <br /> Mr. Iserson said staff was using regional traffic to 2010 for this exercise at this <br /> meeting. When talking about build out projections and conditions that will be expanded <br /> in the region as well. <br /> <br /> Ms. McGovern asked if that was to 20147 <br /> <br /> Mr. Iserson said staff was using 2025. <br /> <br /> Mr. Blank asked if staff could review the traffic from 4:30 p,m. to 6:30 p.m. <br /> instead of 4:00 p.m. to 6:00 p.m. He felt that was a more accurate picture. <br /> <br /> Mr. Knowles described how the data is taken to determine the peak period. <br /> From that information it has been determined that the peak period actually is 4:00 to <br /> 6:00 p.m. There are some exceptions near schools. <br /> <br /> Mr. Brozosky had questions regarding funding of improvements. He wanted to <br />---- know how much was set-aside for the West Las Positas interchange and if that money <br /> could be used for any other project? <br /> <br /> Brian Swift said there is no fixed sum set aside in a West Las Positas account. <br /> There are many conditions of approval for projects which require developers to pay their <br /> pro rata share of mitigation costs. Some are assigned to specific projects like West Las <br /> Positas, some say towards whatever altemative the Council should choose to <br /> implement. <br /> <br /> Mr. Brozosky asked staff to find which of those conditions could allow funding to <br /> be moved to other projects, instead of just the West Las Positas interchange, <br /> Regarding the Bernal and 1-680 project, he believed it is capped at $15 million. He <br /> asked what the actual cost to build the interchange would be? <br /> <br /> Mr, Swift responded that the assumption was that the cost would be $15 million. <br /> It is uncertain what improvements may be constructed for that interchange. Depending <br /> on what is ultimately decided upon will determine the cost. A little more than half of the <br /> $15 million is required for additional freeway lanes pursuant to CalTrans requirements. <br /> The CalTrans approval process takes about five years. He then described the <br /> proposed project as originally designed. <br /> <br /> _. Ms. Roberts believed that many of the Northern Pleasanton projects were <br /> required to fund the West Las Positas interchange or some other alternative selected by <br /> Council.
