having a vision statement in bullet format as it easier for the community to identify certain core <br />principles rather than a narrative. She believed it was very important to have the guiding <br />principles, which identify the core values as to how the City will conduct its business. She <br />expressed her concern regarding the amended Vision and Principles Statement from <br />Commissioner Roberts because she believed a majority of these core values were taken from <br />the goals of the 1996 General Plan. She was hopeful that the community is given the <br />opportunity to have input and reach general agreement on the General Plan Vision Statement. <br /> <br /> Vice Mayor Brozosky closed the public comments. <br /> <br /> Mr. Sullivan said a vision statement is missing from the General Plan. A vision <br />statement is an extension of what the City would look like towards build out. He supported <br />staff's recommendation to hold community workshops in order to obtain input from residents. <br />He pointed out that social sustainability is an element that is missing from the General Plan and <br />it should be included in the overall Vision Statement. He believed certain elements of the <br />General Plan could be worked on in parallel to scheduling community workshops and reaching <br />a general agreement on the overall Vision Statement to guide the General Plan update. <br /> <br /> Mr. Fialho said staff could pull together a community workshop and have it not detract <br />from the other elements of the General Plan. He pointed out that traffic and circulation are the <br />two main elements that drive the remainder of the elements of the General Plan. He informed <br />Council that a joint General Plan workshop with the Council and Planning Commission would be <br />held on May 24 to discuss the circulation element of the General Plan. <br /> <br /> Ms. McGovern reiterated that she did not want to approve a vision and principles <br />statement without having a first reading and allowing Mayor Hosterman and the community to <br />review and provide input on what is being proposed. When conducting the community <br />workshops, she asked which draft vision and principles statements would be provided to the <br />community. <br /> <br /> Mr. Fialho recommended that staff be directed to provide to the community the amended <br />staff version as amended by the Planning Commission (Attachment 1). Rather than having two <br />similar narrative vision statements, he suggested that Council move forward with Ms. <br />McGovern's proposal, as it is similar to Commissioner Robert's vision statement. He noted that <br />these two draft vision statements would be used as a basis for discussion with the community. <br /> <br /> Ms. McGovern noted that in addition to a vision statement, the City is also working on <br />the traffic and land use elements. She did not have a clear understanding of the process for the <br />remainder of the other elements of the General Plan and when Council would be considering <br />these. <br /> <br /> Mr. Iserson said staff is moving forward on other elements of the General Plan. Staff <br />has been working on the Energy Element of the General Plan, which will be presented to <br />Council in June or July. Staff is also working on the Public Facilities and Safety Elements. Staff <br />is reviewing the existing General Plan elements and looking at where they need to be updated <br />and working to update them. Staff will present the different elements of the General Plan one <br />by one as they are ready for Council's consideration. <br /> <br /> Mr. Fialho said the initial thought was for staff to present the Energy Element and <br />Council could either propose modifications or accept it as a working document. This element <br />would then be shelved from the standpoint that it provides staff sufficient time to work on other <br />elements of the General Plan and to bring these forward to Council for its review and <br />acceptance as working documents.
