PUBLIC HEARINGS AND OTHER MATTERS <br /> <br /> Item 6a <br /> Informational report re;lardin,q the West Nile Virus Public Education Proqram. <br /> (SR 05:117) <br /> <br /> Jeff Zolfarelli, Assistant Fire Chief, presented the staff report. <br /> <br /> Ms. McGovern thanked staff for providing this information to the public. <br /> <br /> In response to an inquiry from Mr. Brozosky, Mr. Zolfarelli said residents may call <br /> Pleasanton Animal Control to report dead birds and squirrels. <br /> <br /> There was no action taken on the West Nile Virus Public Education Program as the <br /> report was for informational purposes only. <br /> <br /> 6...~b <br /> General Plan Viaion Statement. (SR 05:115) <br /> <br /> Janice Stern, Principal Planner, presented the staff report. <br /> <br /> Mr. Fialho noted that Council has four options to consider. The first option is the <br /> amended version of staff's initial proposal for a vision statement and draft principles. The <br /> second option is Planning Commissioner Robert's proposal, which is succinct and staff would <br /> be comfortable with this option. The third option is Ms. McGovern's modifications, which are <br /> slight in nature. Staff has identified the changes in bold type. The fourth option is a process. <br /> Staff is recommending holding community workshops to validate the various draft General Plan <br /> Vision and Principles statements. This would allow the community to reach general agreement <br /> on core values and overarching goals prior to discussions of specific goals, policies and <br /> programs or map alternatives. Alternatively, Council could accept one of the draft Vision and <br /> Principles statement to assist staff as it frames the General Plan discussions as it moves <br /> forward. <br /> <br /> Ms. McGovern had considered asking Council to consider this a first reading of the draft <br /> Vision and Principles statements. She would like to give Mayor Hosterman the opportunity to <br /> have input and allow the community to see what Council is proposing through the Pleasanton <br /> Weekly and other notifications so that at Council's next meeting, it could ratify a particular Vision <br /> and Principles statement and then decided whether it wanted to hold community workshops to <br /> obtain input from residents. <br /> <br /> Vice Mayor Brozosky invited public comments. <br /> <br /> Judith Geiselman, a Pleasanton resident, applauded the decision to have a Vision <br /> Statement and the work that staff has done. She believed the City needed a vision statement, <br /> which is relevant to the General Plan update, Vision Statements are widely accepted and <br /> expected as standards of procedures throughout organization development. She believed a <br /> vision statement must be thoughtful, realistic, and generic enough but specific enough, <br /> applicable to current times, visionary, and owned by the community at-large. She was <br />.... concerned about rushing the process to create and adopt a general plan vision statement. In <br /> order for a vision statement to be more objective and pure as a product, the process that staff <br /> has suggested to obtain community input now and to have a vision statement before Council <br /> proceeds further in the General Plan update accomplishes these objectives.
