revenue from them. He pointed out that part of the objectives for the survey was to discuss the Pleasanton
Paratransit Task Force.

Ms. Morley noted that the Pleasanton Paratransit Task Force has been in existence for a long time
and a liaison from the Senior Advisory Board is a member of the Task Force. The Task Force is
comprised of residents who use the service and/or fellow providers from both senior support programs and
LAVTA. The City works cooperatively to orchestrate rides to and from Livermore and Pleasanton for
medical care, and to and from the Friendship Center in Livermore. The Task Force meets to discuss
service policies, standards, fare box recovery issues, and service delivery issues.

In response to an inquiry by Mr. Brozosky, Ms. Morely said a bi-annual report is prepared that
addresses the Fare Box Recovery Program. She indicated that she would provide Council a copy of this
report.

Mr. Fialho stated that the City worked through the adjustments that were initiated back in 1997. If
Council wanted to pursue that as a priority, staff would bring this matter back to Council.

Mr. Brozosky noted that one of the projects needed identification through coordination with the
property management company to provide transportation to 175 seniors at the new senior housing
complex and Irongate Senior Apartments. He wondered if Irongate is providing its own transportation
services?

Ms. Morley stated Irongate is providing its own transportation services.

Mr. Brozosky questioned the cost of service and noted that is was for salaries. In looking at the
- - past report, the labor costs have decreased 10% and he assumed it could be attributed to a decrease in
employees.

Ms. Morley said that in the fall of 2004, the City transitioned its driving staff from a contract basis to
become actual employees of the City, which resulted in a cost savings.

Mr. Brozosky noted that the labor costs decreased by 10% but at the same time, the fringe benefits
increased 64%.

Ms. Morley responded yes.

Mr. Brozosky wanted the community to be aware of the subsidized cost.

Ms. Morley stated when the project was brought forward a few years back; there was a careful
analysis of this service because staff felt that the community should the impacts and implications of the
service. At that time, the City worked with consultant services.

Mr. Sullivan inquired if this service was not available, how seniors and disabled residents would get
around.

Ms. Morley said they would probably stay home and ask a family member or neighbor to assist
them when they could.

_ Ms McGovern stated that LAVTA is currently looking into paratransit services.

Ms. McGovern inquired about the age limitation of 60 and wondered if this was mandated to get
the funding from Measure B.

Pleasanton City Council 18 04/19/05
Minutes
