The policy statement <br /> would inform the property owner and any developer that Council wants to explore every option. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Bocian said the Inc/usionary Zoning Ordinance <br /> states that if the number of affordable units in a particular development exceeds the required amount, <br /> the developer has the option to request that those excess units be used in some other capacity. The <br /> Ordinance offers some potential advantages in that it can result in an infusion of funds to a project to <br /> try and get affordability on one site where perhaps it could not be gained. Staff's recommendation is a <br /> statement that says the City recognizes the Inclusionary Zoning Ordinance and is open to listening to <br /> ideas or concepts that the developer has related to the Inclusionary Unit Credits that are consistent <br /> with what is included in the Ordinance. <br /> <br /> Mr. Brozosky believed Council needed to look at how Lower Income Housing funds are spent. <br /> He believed the wording in Option A and the Inclusionary Zoning Ordinance is sufficient. He was not <br /> in favor of informing the owner that the Council would consider a request for Inclusionary Unit Credits <br /> in accordance with the Inclusionary Zoning Ordinance for this property since there is no project. <br /> <br /> It was moved by Mr. Sullivan, seconded by Mayor Hoaterman, to inform the owner that <br /> the City Council would consider request for credits for this site consistent with the <br /> Inclusionary Zoning Ordinance project, but that approval would be dependent upon further <br /> project review. <br /> <br /> Ms. McGovern could not support the motion, as she believed this statement was included in <br /> Option A. <br /> <br />· -- The motion died due to lack of support. <br /> There was a break at 9:10 p.m. <br /> The meeting reconvened at 9:19 p.m. <br /> <br /> 6._bb <br /> 2005 Weed Abatement Program. (SR 05:088) <br /> <br /> Mr. Brozosky recused himself as he as one of the property owners listed on the 2005 City <br /> Weed Abatement list. <br /> <br /> Scott Deaver, Assistant Fire Marshall, presented the staff report. <br /> <br /> Mayor Hosterman asked if residents could use animals to graze and eliminate the weeds <br /> rather than going to the expense of hiring someone to abate the weeds. <br /> <br /> Mr. Fialho said animals could be used to graze and eliminate the weeds. The Municipal Code <br /> does not address this issue either way. The City does not have a formalized process for these types <br /> of requests.
