(SR 05:074) <br /> <br /> Mr. Fialho presented the staff report, <br /> <br /> Ms. McGovern asked who would be doing this work if Mr. Rasmussen were not asked to <br />continue the additional work? <br /> <br /> Mr. Fialho said the work would be assigned to staff in the Planning Department. He pointed <br />out that the General Plan update requires an equal amount of energy as well as the preparation of the <br />Draft Bernal Property Phase II Specific Plan and the processing of the Bernal Community Park Phase <br />I PUD plans. The City's Principal Planner who is coordinating the update of the General Plan is <br />occupied with this effort and staff needs assistance from the outside from someone who is capable <br />and knowledgeable about the project. <br /> <br /> Ms. McGovern asked if the consultant provided professional planning services to the City with <br />some direction from staff. <br /> <br /> Mr. Fialho said yes. lie indicated that he has scheduled weekly meetings with Michael <br />Fotheringham, Wayne Rasmussen and the Director of Planning and Community Development to <br />coordinate the project and discuss logistics, strategy and approach. <br /> <br /> Mr. Brozosky believed the reason Mr. Matin requested that this item be pulled from the <br />Consent Calendar was because he believed the consultants were pushing a particular agenda or <br />certain ideas. He believed the City needed to make it clear when there are meetings regarding the <br />Bernal property that the consultants and/or staff presenting the information are neutral and are not <br />providing opinions, and are encouraging discussion as opposed to discouraging it. <br /> <br /> Mr. Fialho said staff has had this discussion internally. He informed Council about his <br />conversation with Mr. Matin this afternoon. He informed him that staff is playing the roll that Mr. <br />Brozosky described. If the consultants are asked their preference, they will provide their respective <br />opinions. Staff will not manipulate the process.
