He assumed the lawns would be more of a manicured type <br /> lawn. <br /> <br /> Mr. Bogstad said the landscaping on each lot would be more of a natural environment. There <br /> will be an area for grass but there is not that much space on the individual lots for a large lawn area. <br /> If grass and young Oak trees are planted simultaneously, the Oak trees will thrive. The intent is to <br /> create a natural environment with areas for grass. <br /> <br /> In response to an inquiry by Ms. McGovern, Mr. Bogstad said Oak trees grow rapidly if <br /> watered. <br /> <br /> Ms. McGovern said it is important that these homes do not stand out like "sore thumbs." She <br /> wanted the homes to be covered with some foliage so that they blend into the hillside. <br /> <br /> Mr. Brozosky believed native Oak trees take a long time grow and would not provide the <br /> foliage that is desired. He asked the applicant if he had any concerns related to any of the additional <br /> conditions? <br /> <br /> Mr. Bogstad believed the additional conditions were adequate, but noted that it will be difficult <br /> to encourage and emphasis these conditions with the individual property owners. He noted that the <br /> Mariposa Ranch Exhibit A and the Design Requirements would be modified and presented to the <br /> realtor to use when the lots are sold. <br /> <br /> Ms. McGovern was worried that the ground water basin would be polluted as residents use <br /> different types of cleaning products. She asked if the ground water would be cleaned so that it would <br />--- not be a threat. <br /> <br /> Mr. Bogstad pointed out that fertilizer and pesticide products are the biggest detriments to the <br /> clarity of the water. <br /> <br /> Ms. McGovern asked the applicant if he was comfortable with the conditions that were added <br /> to the motion. <br /> <br /> Mr. Bogstad stated that he was comfortable with the conditions that were added to the motion. <br /> Mayor Hosterman said she would like permeable surfaces used wherever possible. <br /> <br /> Mr. Brozosky was not in favor of some of the conditions that were added to the motion, but if <br /> the applicant accepted these conditions, he would support the motion. <br /> <br /> Ms. McGovern concurred with Mr. Brozosky's comments. <br /> <br /> Mr. Sullivan thanked Mr. Bogstad for being a progressive architect that sees the value of these <br /> conditions, and for being open to working with Council to try and improve some of the environmental <br /> issues associated with development. <br /> <br /> Mr. Brozosky was not clear why the motion included conditioning individual property <br /> developers to implement environmentally sensitive lighting standards, as this statement has been <br /> included in the proposed design guidelines. <br /> <br /> Mayor Hosterman pointed out that there have been situations in the past where new lighting <br /> has not followed the guidelines.
