If Council directed staff to pursue a public restroom at either Delucchi Park, Lions <br />Wayside Park or the F/rehouse Arts Center project, Mr. Fialho said staff could provide <br />Council a set of options and alternatives for it to consider at its first meeting in April. <br />Staff would provide Council a general sense of the locations in the context of the Master <br />Plan that was approved by the previous Council, and the cost to construct public <br />restroom facilities. He noted that $400,000 has been set aside for public restrooms in <br />the downtown and construction could range anywhere from six to 12 months once <br />Council authorizes construction. <br /> <br /> Mayor Hosterman said she did not want to spend another few years talking about <br />restroom facilities for the downtown. She asked staff if Council could discuss expediting <br />the construction of a public restroom facility at Delucchi Park, Lions Wayside Park or the <br />Firehouse Arts Center if it went in this direction? <br /> <br /> Mr. Fialho said yes. If Council directed staff to pursue public restrooms in <br />another locations other than the Veterans Memorial Hall, staff would work hard to get <br />this completed within less than one year. <br /> <br /> Mr. Brozosky asked what the space would be used for if the public restroom was <br />not constructed at the exterior of the Memorial Hall Building. <br /> <br /> Mr. Iserson said a restroom currently occupies this space. If Council did not <br /> 3roceed with the construction of a public restroom, this space would be used for storage. <br /> <br /> Mr. Sullivan strongly supports the idea of public restrooms in the downtown. His <br />initial thought when reading the staff report was that the proposed unisex, single-fixture <br />public restroom does not fulfill the need for a public restroom in the downtown. After <br />reading some of the emails in favor of the public restroom, he thought this might be a <br />compromise. After listening to public testimony this evening, he is weighing the real <br />benefit of a single-unit restroom at the Veterans Memorial Building and the time it will <br />take to construction against the intense opposition to it. Even though there is a large <br />benefit to the community, he believed Council needed to consider opposition by a small <br />number of people if it will impact them. He concurred with Mayor Hosterman's direction <br />to quickly find a solution to the restroom needs in the downtown. He believed a more <br />comprehensive restroom facility is needed for the downtown. He would prefer to have <br />public restrooms at Delucchi Park, Lions Wayside Park or the Museum, which would <br />help satisfy the need for a restroom at this end of town. The proposed restroom facility <br />at the Veterans Memorial Building would not provide much value and it would take a <br />long time to complete. He believed different options were available that would expedite <br />the construction of public restrooms in the downtown, and not create ill will between the <br />City and the veterans. <br /> <br /> If Council were to approve the public restroom at the Veterans Memorial Building, <br />Ms. Govern asked when the restroom would be open to the public? <br /> <br /> Mr. Fialho said the estimated completion of the public restroom would be in the <br />spring of 2007. <br /> <br /> Ms. McGovern asked how many public restrooms are designated in the <br /> Downtown Specific Plan? <br /> <br />Pleasanton City Council 8 03/01105 <br />Minutes <br /> <br /> <br />
