Attamont Landfill Settlement ARreement/t.and Acquisition Proposal. (SR 05:062) <br />Request by the Altamont Landfill and Resource Recovery Facility Open Space Advisory <br />Committee for the Pleasanton City Council to review a land acquisition proposal from the <br />East Bay Regional Park District (EORPD) and to authorize the County of Alameda to <br />disburse the appropriated funds for payment to EBRPD from the Altamont Settlement <br />Agreement Open Space Account. <br /> <br /> Jerry Iserson presented the staff report. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Fialho said there was $800,000 in <br />the Altamont Settlement Agreement, Open Space account before this allocation. After <br />this allocation, there is a remaining balance of $400,000. <br /> <br /> Mr. Brozosky asked staff how quickly does this account accumulate funds. <br /> <br /> Mr. Fialho said the Altamont Settlement Agreement, Open Space account is <br />based on many variables up to and including what jurisdictions are depositing its waste <br />in the Aitamont Landfill. He noted that this account would generate about $14 million <br />dollars just for the western portion of the Valley, which includes Dublin and Plaasanton <br />by the year 2039. He said that this account ranges from $150,000 to $300,000 per year. <br /> <br /> Ms. McGovern had a question related to the priority list that is mentioned on <br />page 15 of the Settlement Agreement. She asked if the two priority lists of properties for <br />acquisition in fee or permanent easement, one for each of the geographic areas of <br />concern, have been completed and if they can be shared with Council? <br /> <br /> Mr. Fialho said the Committee has not created a priority list. However, this <br />particular acquisition is common for both communities because strategically, the City <br />wants to connect the Pleasanton and Dublin Ridge, which is supported by Dublin, <br />Pleasanton and the East Bay Regional Park District who specializes in the acquisition of <br />land on the Ridge for open space. Secondarily, it is also a key objective in the City's <br />General Plan to connect the Ridge and the Vinson property as part of this strategy. <br /> <br /> Ms. McGovem asked that the Committee meet and set some priority lists as <br />noted in the Settlement Agreement so that Council could see the direction that EBRPD <br />and others would like to go in the future. She noted that there remains a balance of <br />$400,000 in the Altamont Settlement Agreement, Open Space account after this <br />acquisition, and it is important for her to see the priorities for spending the remainder of <br />the funds. She wanted to understand the difference between a land bank and a park, <br />and does it mean that the public may not use the land that is banked, or is it open <br />access to the public? When the Vinson property is purchased, she wondered if it would <br />create additional trails and provide more open space for the public to use. <br /> <br /> Mr. Iserson said the land is banked with the expectation that there are pieces that <br />are still missing to either connect it to trails or to connect it to other portions of the Park. <br />When these other properties are acquired, this will enable the District to complete the <br />trails and connect it to the Park. The areas shown as land bank would be accessible to <br />the public in the future.
