.__ Conservatively, Mr. Fialho said that a public restroom could be constructed at
Delucchi Park within one year. This is assuming that the public design and review
process occurs quickly.

Ms. McGovern asked if Council could direct staff to include a public restroom
facility at the Firehouse Arts Center project this evening?

Mr. Fialho suggested that Council direct staff to come back with alternatives for
various sighting locations for public restmoms that would include: Delucchi Park, Lions
Wayside Park, and the Firehouse Arts Center project. Staff would also provide Council
with estimates for all of these alternatives. Council could then provide staff direction as
to which options it would like to pursue.

Ms. McGovern wanted the community to be able to come and enjoy the
downtown and stay for a while. This would mean providing adequate public restroom
facilities, including diaper-changing stations. She asked how the City determines the
exact number of public restroom facilities that are adequate for a town of this size.

Mr. Iserson advised starting with the construction of one adequate public
restmom facility at Delucchi Park. The restroom facility could be built to blend with the
Park and with the downtown. He noted that a public restroom facility would be located at
the Firehouse Arts Center, which would be open to the public even after the Arts Center
is closed.

--- Mr. Brozosky concurred with Ms. McGovern's comments. He understood the
importance that the Veterans Memorial Building brings to the veterans in this community.
He did not believe the public restroom facility would detract from the symbol of the
Veterans Memorial Building; however, he wanted to respect the veterans and wanted to
make sure that they do not feel slighted by this community. He believed that the
Museum would be an appropriate location for a public restroom facility as well as other
locations on Main Street and the Firehouse Arts Center. He did not want the City to
construct big buildings that are only public restrooms; it would be nice to integrate public
restrooms with other existing uses in the downtown. He did not believe that cleaning the
restrooms once a day was adequate, particularly a public restroom with a diaper-
changing station.

It was moved by Mayor Hosterman, seconded by Mr. Brozosky, to discard
the current plan to integrate a public restroom facility at the Veterans Memorial
Hall, and direct staff to come back with various site alternatives and estimates for
public restroom facilities throughout the downtown area.

With staff approval, Ms. McGovern wanted Council to take action this evening to
begin the process of constructing a public restroom facility at Delucchi Park, as this area
has already been designated and money has been set aside.

Mr. Brozosky was opposed to directing staff to move forward with the process of
constructing a public restroom facility at Delucchi Park. He would like to see all of the
_ _ options first prior to Council taking action.

Ms. McGovern would like for Council to authorize staff to move forward and get
all of the conceptual work completed now as opposed to later.

Pleasanton City Council lO 03/01/05
Minutes
